In' the circumstance where direct access to a proposed drill-site is not possib['e using existing
roads, drilling equipment will be moved overland the short distance from the road to the drill-site without
constructing a new' road. , In accordance with Rules 2.02.2(2) f and 4.21.4(3)(a) of the Colorado Nlined
Reclamation Board for Coalllfining vehicular travel on other than established graded and surfaced roads
will be limited to that absolutely necessary to conduct the exploration activities. Travel will be confned to
graded crud surfaced roads during periods wizen excessive damage to vegetation or rutting of the land
surface could result from such travel.
All of the 2I drill pads will be of uniform size, a maximum of approximately 100 x 100 feet (approximately
0.23 acres each). Pad consi7^uction tivill begin with removal of existing `A" and "B" horizon material for
use in reclaiming the pad -the material will be stripped and stockpiled in an area that will be undisturbed
and not subject to excessive wind or water erosion. After salvaging the available `14" and "B" horizon
mate?"ial, nzino7~ a ading and leveling will be completed to establish the drill pad and accommodate the
drilling and support equipment. Nlud pits will be constructed wii'YCin the gr'adeu pau area. ~e;~er ally ~ Ye
or three pits are required, with typical pit dimensions of 10 x 5 feet and 6 feet deep. All drilling fluids will
be contained within the nzud pits, and all drilling sz~plies 'Hill be contained within the area of the drill pad.
Any runoff and associated suspended sediment from the drill pads will be controlled and contained by
grading, andperimeter berms on the downgradient side(s) of the drilipad, with release of any minor runoff
accumulations in a contr^olled manner through rock c'neck-dams, silt fences, and'or straw bales or wattles,
as appropriate.
4. Type of equipment on site. Mobile drill-rig(s), tivater truck, support vehicles, and geophysical logging
truck.
5. Type of vehicles used for project: See response to Item 4.
6. Number of employees. The exploration holes will be drilled with a rota7y drill-rig, which typically
requires three workers per rig. It is anticipated that two drill-rigs will be used for this project. CCR plans
to schedule operations on a 12-hour per day basis (app)roximately 7.~OOdm to 7:OOpm),- izowever, CCR
requests permission to schedule drilling ope7ations on a 24-hour per day basis in case zrnforeseen delays
cause th_e project to fall behind schedule. Other associated activities (sampling, logging, and project
management) may add another 2 to 3 workers to the number of individuals working on=site at any given
time.
7. Phasing plan. It is anticipated that most of the p7-oposed e. ploraron dril'l'ing will be completed
between June and October oar 2008 (approximately 16 holes): The remainder of the proposed
drilling will be completed between early June and late August oi`~2009..
Dale of c~rnmencerr_ellt.
