Our residence is within 500 feet of the property for which Connell <br />Resources, Inc. and/or SerFer Land Ventures, LLC, has applied for the above <br />permit for gravel mining. Properties owned by our homeowners association, <br />along with other home owners not individually notified, are also adjacent to the <br />proposed mining site. <br />Major concerns that we have with the construction of the proposed mine are as <br />follows: <br />2 <br />The flood waters of the Poudre River have encroached upon our property <br />during the flood of May 1999. Since this time the Hall Irwin mine to the <br />Northeast of the subdivision has increased the land elevation from <br />dredging operations of the Windsor Lake. We would like for the Division <br />to guarantee flood waters will not affect the homes in the River West <br />subdivision while the SerFer Mine is in operation. We would request all <br />FEMA and Corps of Engineering analysis and permits be provided to us. <br />We have already had home owners insurance companies inquire about <br />flood insurance requirements. We also submit that a preconstruction <br />survey be done to have a baseline elevation map with contours available <br />for post mine reclamation. <br />This proposed mine is in very close proximity to a 200+ home subdivision. <br />In some places it is within 500 feet of existing homes. This may be <br />unprecedented. The silicon and dust particulate fallout from day to day <br />operations of the mine must be addressed from a health concern. The <br />Division must guarantee the air quality will remain at pre-mining levels <br />throughout the mining operation. Pre-mining level air quality surveys for <br />residential areas must be used instead of rural level requirements. <br />
