-2-
begin this work in the summer of 1987 and complete it in the
summer of 1988. If the co-generation plant is a go in 1989,
then by 1990 the new Phase I area may have the coal refuse
removed from it. This Phase I area would be used to place the
fly ash generated by the new plant. Our new five-year permit,
1988-1993, would address the details of the fly ash disposal.
The first actual reclamation of the proposed expansion area
.would occur in one of these ways:
1. Upon completion of coal refuse to final contour in this
area. (following completion of the original Sutey area plus
first expansion.)
2. Upon completion of the fly-ash disposal in this area.
3. Closure of the mine.
All the above would be revegetated in the final manner; first
the refuse would receive any final grading if necessary. Then
the topsoil would be placed according to aspect (see attached
Sutey guidelines) 12-18 inches north and east slopes, 18 to 24
inches west and 24 to 30 on the south slopes. The entire area
would be broadcast seeded with the special Sutey mix (list
attached) at 30 lbs/acre. Straw mulch would then be broadcast
at 1-1/2 to 2 tons per acre.
• BOND
Total area = 11.1 acres
Topsoil - average depth I3.2" = 27,154 cu. yds.
x $.85/yd (NERD figure) _ $23,081
Final Grading @ $70./AC (NERD figure) x 11.1 AC = $ 777
Revegetation @ $1395/AC (NERD figure) x 11.1 AC = $15,485
TOTAL: $39,343
Yours very truly,
Environmental Coordinator
DWBOWMAN:ms
103
<; - -
