These
include vegetation, topsoil and seed list information. Also
included are current data on the hydrology, pile stability,
reclamation plan and bond.
This revision is required at present to accommodate a larger
• working area and greater volume capability for coal refuse than
was anticipated. The increased volume of coal refuse is result-
ing from the destruction of the No. 2 Mine coal bin and associ-
ated trommel screen. All the trommel rock is now coming through
the wash plant, which has raised the reject rate to over 45
percent. Our proposal is to increase the storage area to the
north approximately 11 acres, or 300,000 cubic yards. This new
area (designated 1987-88 Phase I) would give us enough storage
to last to the end of 1989, which is the projected startup of
-the co-generation project, at which time refuse would begin to
be removed.
If the co-generation project is not feasible, then in 1989 Phase
II would be initiated, expanding the pile for an additional 15
years. We have applied to the USFS, White River National
Forest, Mount Sopris District (Carbondale) for a special use
permit to utilize 40 acres of IISFS land adjacent (north) to the
Sutey property. This additional area would cover the total
Phase I and Phase II volumes for approximately 15 years.
Reclamation Plan - The new surface water diversion ditch would
be constructed, then the new perimeter drainage ditches and
the sediment ponds would be completed. .All the vegetation and
approximately 27,154 cu. yds. of topsoil would be removed
(average 18.2 in. depth) and stockpiled. The under-drain would
be extended up to the 'surface diversion ditch. We would hope to
102
,~
...t.,-.:e.,s.~.~.~~~~~~:-'°?n~~:•- ~..fi:~i~-a...w ?rr ..a.~.'. s: -~ _a~cs..:,.y- -;~.itc_._.~e ~._~~ ~ _...r-._..~
