Lands included in the Bond Release Reauest <br />The Carbon Junction Mine was a surface coal mine that utilized area strip methods. The land and <br />coal in the bond release area are privately owned. The Carbon Junction Mine permit area covers <br />approximately 225.4 acres. The bond release area includes approximately 30 acres of land in the <br />three areas outlined on the map titled "Final Reclamation Phase I Bond Release Areas" that was <br />submitted as part of the bond release application on January 18, 2007. The three areas outlined on <br />the map include the former North Pit mining area, the North Pit Haul Road, the Permanently <br />Reclaimed Spoil Area (PRSA), Topsoil Pile #2, the South Pit Drill Pad, the Equipment Yard Area, <br />the Carbon Junction Channel, and ancillary adjacent areas. The following areas are excluded from <br />the bond release area: topsoil stockpiles 4, 7, and 8; the two sediment control ponds (1 and 2); <br />various ditches; and various boreholes. Equipment stored in the Equipment Yard is also excluded <br />from this bond release. <br />Dollar Amount of Bond Release Reauest <br />The Division currently holds a reclamation bond in the amount of $695,436. The current <br />reclamation liability at the Carbon Junction Mine is estimated to be $718,110, as itemized in the <br />"Calculation of SL-03 Bond Release Amount", dated Apri17, 2008, in the SL-03 file. Oakridge is <br />requesting release of $314,909 of bond. This amount is also itemized in the calculation. The only <br />previous release of bond at the Carbon Junction Mine was SL-02, which was a full release for <br />Phases I, II, and III reclamation of lands within the permit boundary that were transferred to the then- <br />active Ewing sand and gravel operation. A release of Phase I, II, and III reclamation liability for <br />18.34 acres outside the current bond release area was previously granted in SL-O1. <br />II. SUMMARY OF THE BOND RELEASE PROCESS <br />Reclamation History of Bond Release Area <br />Coal extraction in the approximate 8-acre North Pit disturbed area was completed prior to 1990. The <br />disturbed areas in the SL-03 bond release area were reclaimed in summer 2006. The work included <br />backfilling, grading, topsoiling, and seeding. Gullies on the reclaimed slope of North Pit were <br />repaired in November 2007. Section 2.05.4 of the permit application describes the reclamation plan <br />for the bond release area. The only structures approved for permanent retention are the main asphalt- <br />surfaced haul road, the culverts underneath that road, and the North Pit road. <br />2 <br />
