I. INTRODUCTION <br />Puraose of this Document <br />This document presents the findings of compliance and the proposed decision of the Colorado <br />Division of Reclamation, Mining, and Safety ("Division") for a Phase I bond release at the Carbon <br />Junction Mine. The Division file number for the bond release application is SL-03. The Division <br />mining and reclamation permit number is C-92-080. These findings and the proposed decision are <br />made in response to a request for the release of part of a reclamation bond at the Carbon Junction <br />Mine. The bond release request was submitted to the Division by the operator of the mine, Oakridge <br />Energy Inc. (Oakridge) on August 28, 2006. Oakridge is requesting release of $314,909 of its <br />$695,436 of reclamation bond that it is on deposit with the State. The bond release is being <br />requested for reclamation work completed on approximately 30 acres (the bond release area), <br />comprised of the following areas: the former North Pit mining area, the North Pit Haul Road, the <br />Previously Reclaimed Spoil Area, Topsoil Pile #2, the South Pit Drill Pad, the Equipment Yard <br />Area, the Carbon Junction Channel, and ancillary adjacent areas. <br />Contents of this Document <br />This document contains the following five parts: <br />I. Proposed Decision. <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado Surface <br />Coal Mining Reclamation Act, the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining, and in the Guideline Re a~Q Selected Coal Mine Bond Release Issues, dated April <br />18, 1995. All "Sections" referenced within this document are contained within the Regulations. <br />Detailed information about mining and reclamation operations at Carbon Junction Mine can be <br />found in mining and reclamation permit application C-92-080 on file at the Division offices, located <br />at 1313 Sherman Street, Room 215, in Denver, Colorado. <br />Location of Bond Release Area <br />The Carbon Junction Mine is located in La Plata County, approximately 2'/2 miles southeast of <br />Durango, Colorado. The bond release area is located in Section 33, Township 34'/2 North, Range 9 <br />West, and in Section 4, Township 34 North, Range 9 West, New Mexico Principal Meridian. <br />
