The dragline was moved in late October through early November of 1996 and actual <br />mining operations commenced shortly thereafter. <br />An application for a second permit renewal was submitted by SCC on January 13, 2005. The <br />Division on August 3, 2005 wrote a Proposed Decision and Findings of Compliance for Permit <br />Renewal No. 2. The five-year permit term was renewed effective August 5, 2005 and will expire <br />on August 5, 2010. <br />Mining operations have been completed at the Yoast Mine. The North and South Area pits have <br />all been entirely backfilled and graded, topsoil has been redistributed and seeding and planting <br />has been completed for the majority of the mine site. Some reclamation work remains to be <br />completed at the following locations, Haul Road A, portions of Haul Road B, all sediment ponds, <br />the former slide damaged area above Pond 012, the dragline deadhead route on the Maneotis <br />property, and two remaining topsoil pile locations. Some additional drainage channel <br />reconstruction maybe required above Pond 012 or alternately a new Pond 012A maybe <br />constructed. <br />Since the permit renewal decision date of August 2, 2005 there have been no Notices of <br />Violation issued. <br />SECTION II -REVISIONS TO THE PERMIT <br />The following is a summary of the revisions to the permit since the Permit Renewal No. 2 <br />(RN02) decision date of August 2, 2005. Since the last permit renewal there has been an overall <br />reduction in bond amount required from $5,128,121.00 to $5,095,689.00 as a result of revisions <br />to the permit and SLO1 bond release. During Permit Revision No. 2 (PR02), the reclamation cost <br />estimate was reevaluated with regard to comments received from the operator concerning the <br />bond liability estimate previously prepared for RN02, and to include changes to the mine plan <br />and reclamation plan resulting from PR02. The new calculated liability for PR02 was a bond <br />reduction from the previous estimate in place for RN02. The bond reduction was based solely on <br />changes to the reclamation plan and not a bond release for reclamation completed. The Division <br />currently holds a surety bond in the amount of $5,200,000.00.
