a. Injection into each well will be suspended and the well will be depressurized by <br />allowing production flow to continue with the assistance of a booster pump. <br />b. The well and carbonate concentration of remaining fluid within the cavity shall be <br />stabilized to allow the well to return to service at a later date. During the period of <br />suspending the well, the volumetric flow and mass balance (of fluids moving into and <br />out of the cavity) will be outside of the limits set by Part II Section D(1)(i). During <br />the transition from normal operation to Temporary Suspension, requirements in <br />Part II Section D(1)(j) and their corresponding corrective action requirements are <br />waived. <br />c. The pipeline system used to supply injection brine to, and recover production brine <br />from, the well field will be flushed, drained, and sealed until such time as the <br />operations are reactivated. <br />d. Instrumentation skids at well sites that may be reactivated will be shut down, locked, <br />and left in place. <br />e. Required electrical power will remain to supply power as needed to conduct <br />preventive maintenance procedures during the temporary suspension period. <br />3. Monitoring, Record Keeping, and Reporting of Results. The permittee is required to carry <br />out the applicable activities during Temporary Suspension, as described in the <br />Groundwater and Surface Water Monitoring Plan (Appendix I) and Subsidence Monitoring <br />Plan (Appendix .>). <br />a. Well Field Monitoring Program_ The monitoring requirements for Class III wells <br />are specified in 40 CFR 146.33. Samples and measurements shall be representative <br />of the monitored activity. The permittee shall utilize the applicable analytical <br />methods described in Table 1 of 40 CFR 136.3, or in Appendix III of 40 CFR 261, or <br />in certain circumstances, by other methods that have been approved by the EPA <br />Administrator. American Soda's monitoring program shall follow those <br />requirements and shall include these elements: <br />1. Mechanical integrity testing (MIT) will be performed on the well's casing <br />once the temporary plugs are in place. To fulfill the requirements of 40 CFR <br />144.52(a)(6), a mechanical integrity test will be conducted every two years for <br />as long as the well is in temporary suspension status. <br />2. Results of any MIT shall be submitted in the first quarterly monitoring report <br />after the MIT has been conducted and shall include the following <br />information: <br />i date, time, and interval of each MIT measurement; <br />ii individual(s) who performed the MIT measurements; <br />iii dates of calibration of the MIT equipment; <br />iv equipment and technique used to collect MIT measurements.. <br />FINAL Addendum to SOB For Modification No. 9, UIC Area Permit No. C030858-00000 Page 11 of 29 <br />
