collected five (5) quarters of baseline data, prior to the commencement of <br />operations, for the Alluvial Aquifer, the Upper Aquifer (A-Groove and Uinta <br />Formation), and the Lower Aquifer (B-Groove and Dissolution Surface). <br />Additional monitoring wells maybe deleted or added to the monitoring program, <br />if necessary, as development of the commercial solution mining well field <br />progresses, or as warranted by monitoring results. This will be done by modifying <br />the Water Monitoring Plan (see Section D. 4`h paragraph of Permit). <br />*~* <br />C. WELL OPERATION <br />*~* <br />3. Injection Zone and Injection Interval. The Injection Zone extends from the <br />base of the R 6 zone down to approximately 800 feet below the Dissolution <br />Surface. The Injection Zone includes the Dissolution Aquifer which <br />immediately underlies the R-6 zone. The Aquifer immediately overlying the <br />Dissolution Surface and underlying the R-6 zone does not generally meet USDW <br />standards within the mining area. The Injection Zone is separated from overlying <br />USDWs by the R-6 zone. <br />The Infection Interval is contained within the Injection Zone. The Injection <br />Interval equates to the mining zone and is required to be a minimum of 150 <br />feet below the Dissolution Surface to approximately 800 feet below the <br />Dissolution Surface. The Injection Interval (approximately 1,550 feet to 2,200 <br />feet in depth at a surface elevation of about 6,230 feet M.S.L.) is outside of and <br />isolated from overlying aquifer systems. The Injection Interval lies within the <br />Saline Zone, in the lower portion of the Parachute Creek Member, which is the <br />uppermost member of the four members that make up the Green River Formation. <br />All injection of fluids for the purpose of mining shall occur only within the <br />Injection Interval. However, the influence of injection fluid is allowed within <br />the entire Injection Zone. The permittee is required to monitor ground-water <br />aquifer conditions in accordance with the Water Monitoring Plan (Appendix 1) to <br />ensure that mining fluids do not migrate out of the Injection Zone. In addition to <br />the requirements of the Water Monitoring Plan, American Soda shall convert up <br />to six (6) mining wells to dissolution surface pressure-monitoring wells to <br />enhance monitoring within the injection zone as mining progresses within a <br />mining panel. Therefore, EPA is requiring the following actions. <br />o Within 90 days of the permanent retirement of any production well (not <br />including temporary suspension as discussed in Section G), the permittee <br />shall notify the Director of its intention to plug and abandon the well in <br />accordance with Section II E (1) of this permit or to convert the well to an <br />additional monitoring well (conversion notice). <br />FINAL: Modification No. 9, UIC Area Permit No. C030858-00000 <br />Page 8 of 46 <br />
