SNOWCAP COAL COMPANY <br />South Portal <br />Roadside Refuse Disposal Area Inspection - 1St Quarter 2008 <br />On March 18, 2008, I performed the required quarterly visual inspection of the <br />Roadside Refuse Disposal Area in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile was dry. The terraces were generally dry. <br />There was no seepage noted around the pile. The upper diversion ditch was inspected <br />with no problems noted. The steep and rip-rap plated portion of the north collection <br />ditch was constructed during the prior quarter. The flat portion of the north collection <br />ditch was connected to the pond during the quarter. <br />The depth of the non-toxic cover on the top of the pile was checked on August 17, 2006 <br />by excavating five test holes on the top of the pile. All of the test holes had more than <br />18" of material depth over the refuse. Another test hole was excavated on June 25, <br />2007. The depth of non-toxic cover was 2.5 feet. <br />A failure of the pile would probably not be a hazard to human life. Even though the pile <br />is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it <br />is unlikely the material would move far enough to encroach upon the freeway. <br />I certify that to the best of my knowledge and belief, that the fill and other aspects of the <br />Roadside refuse pile have been constructed as permitted in the ®®~~ ~v~ed by the <br />DRMS. ~®~~ ®S®aa® ST4~~.~ ~ <br />~v®e- uz3.~~®~a <br />~ ®~ ~~~; <br />Recommended maintenance: m ~ ® ~ - ~-~J ~ <br />e <br />James E.
