SNOWCAP COAL COMPANY
South Portal
Roadside Refuse Disposal Area Inspection - 1St Quarter 2008
On March 18, 2008, I performed the required quarterly visual inspection of the
Roadside Refuse Disposal Area in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile was dry. The terraces were generally dry.
There was no seepage noted around the pile. The upper diversion ditch was inspected
with no problems noted. The steep and rip-rap plated portion of the north collection
ditch was constructed during the prior quarter. The flat portion of the north collection
ditch was connected to the pond during the quarter.
The depth of the non-toxic cover on the top of the pile was checked on August 17, 2006
by excavating five test holes on the top of the pile. All of the test holes had more than
18" of material depth over the refuse. Another test hole was excavated on June 25,
2007. The depth of non-toxic cover was 2.5 feet.
A failure of the pile would probably not be a hazard to human life. Even though the pile
is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it
is unlikely the material would move far enough to encroach upon the freeway.
I certify that to the best of my knowledge and belief, that the fill and other aspects of the
Roadside refuse pile have been constructed as permitted in the ®®~~ ~v~ed by the
DRMS. ~®~~ ®S®aa® ST4~~.~ ~
~v®e- uz3.~~®~a
~ ®~ ~~~;
Recommended maintenance: m ~ ® ~ - ~-~J ~
e
James E.
