Ms. Jennifer S. Liridahl, P.E.
Page 2
March 10, 2008
water available to offset a river depletion is computed as the net C-BT Project water delivered to the
appropriate river re:ach (i.e., water released minus river conveyance shrinkage) multiplied by a yield
factor of 50 percent. Administrative conveyance shrinkage cannot be used to replace depletions as
stated in the Interirn Rule. As you have indicated in the provided information, the Water Commissioner
for the Big Thompson River is not charging river shrinkage for the approximate 8 miles of transit
distance, and this should be footnoted on all future submitted accountings. Please send the required
accounting to my attention.
This approval for the LRM 2008 SWSP is for 9.0 acre feet of leased C-BT Project water for March 1,
2008, through October 31, 2008. LRM needs to be aware that the 9.0 acre feet must be delivered from
Northern Water re:~ervoirs by the end of the Water Year on October 31, 2008, at which time any
undelivered balance of the 9.0 acre feet will be eliminated per Northern Water accounting procedures.
LRM must also request and receive approval from Northern Water if additional C-BT Project water
supplies greater thin the approved 9.0 acre feet are acquired for depletion replacement during the 2008
SWSP. In addition, if LRM desires to utilize C-BT Project water in a new SWSP after February 2009,
LRM must submit a new request.
Sincerely,

Alan Berryman
Assistant General 1Vlanager -Engineering Division
cps
cc: Brad Wind
Jon Altenhofen
Dennis Miller
Eric Wilkinson
