1993 ANNUAL RECLAMATION REPORT
CYCC MINES 1,2 , and ECKMAN PARK
This report addresses federal coal and associated private coal
mining operations conducted by CYCC in Routt County, Colorado, as
delineated by mine areas on the enclosed maps titled Mines 1, 2,
Eckman Park Annual Reclamation.
The method of mining utilized by CYCC consisted of a dragline type
operation. Topsoil was stripped by scrapers and segregated into
topsoil stockpiles or reapplied directly onto regraded spoils.
Following mining operations , spoils were graded to approximately
the original contour and topsoil was replaced over the spoil
material. The seed bed was then prepared and planted during the
summer and fall. Topsoil was ripped prior to planting to relieve
compaction and increase surface roughness. Contour furrows were
installed on steep slopes to help stabilize the site and enhance
soil moisture conditions. A detailed description of the cultural
practices employed in the reclamation process is presented under
Section 780 of Permit C-81-071 for Mines 1, 2, and Eckman Park.
Enclosed are three maps (one is a combined map to conserve paper)
which delineate the areas which have been disturbed by mining and
the subsequent extent of reclamation.
The major categories of disturbance were spoil, graded spoil,
haulroads, topsoiled, and reseeded (of which only the reseeded and
graded spoil are still applicable) . The maps indicate the acreage,
date of seeding, and seed mixture used for each reclaimed parcel. 1
Seed mixtures are presented in Table 1 and correspond to the coding
on the enclosed reclamation maps.
During 1993 the only change was the reseeding of approximately 15
acres near the Pond T access loop down to Pond A, and the area near
the Overburden Stockpile 11 subsequent to completion of a ditch
repair. Also, CYCC reseeded five areas where livestock ponds were
removed, and the area associated with this activity was limited to
approximately 1. 2 acres. Lastly, there were some limited rill and
gully repairs conducted under this permit, none of which was
extensive. All activities in 1993 took place in previously
disturbed areas, and there was no new disturbance associated with
CYCC activities. The cumulative number of disturbed acres still
under CYCC liability is approximately 3, 100. This is reflective of
the corrections made during the past year related to shifts in
liability and planimeter discrepancies. With the acreages
associated with the transfer of liabilities to TCC for the surface
facilities, there are less than 5 acres left to reclaim under CYCC
liability, these areas being associated with the dragline
dismantling pads.
