1993 ANNUAL RECLAMATION REPORT <br /> CYCC MINES 1,2 , and ECKMAN PARK <br /> This report addresses federal coal and associated private coal <br /> mining operations conducted by CYCC in Routt County, Colorado, as <br /> delineated by mine areas on the enclosed maps titled Mines 1, 2, <br /> Eckman Park Annual Reclamation. <br /> The method of mining utilized by CYCC consisted of a dragline type <br /> operation. Topsoil was stripped by scrapers and segregated into <br /> topsoil stockpiles or reapplied directly onto regraded spoils. <br /> Following mining operations , spoils were graded to approximately <br /> the original contour and topsoil was replaced over the spoil <br /> material. The seed bed was then prepared and planted during the <br /> summer and fall. Topsoil was ripped prior to planting to relieve <br /> compaction and increase surface roughness. Contour furrows were <br /> installed on steep slopes to help stabilize the site and enhance <br /> soil moisture conditions. A detailed description of the cultural <br /> practices employed in the reclamation process is presented under <br /> Section 780 of Permit C-81-071 for Mines 1, 2, and Eckman Park. <br /> Enclosed are three maps (one is a combined map to conserve paper) <br /> which delineate the areas which have been disturbed by mining and <br /> the subsequent extent of reclamation. <br /> The major categories of disturbance were spoil, graded spoil, <br /> haulroads, topsoiled, and reseeded (of which only the reseeded and <br /> graded spoil are still applicable) . The maps indicate the acreage, <br /> date of seeding, and seed mixture used for each reclaimed parcel. 1 <br /> Seed mixtures are presented in Table 1 and correspond to the coding <br /> on the enclosed reclamation maps. <br /> During 1993 the only change was the reseeding of approximately 15 <br /> acres near the Pond T access loop down to Pond A, and the area near <br /> the Overburden Stockpile 11 subsequent to completion of a ditch <br /> repair. Also, CYCC reseeded five areas where livestock ponds were <br /> removed, and the area associated with this activity was limited to <br /> approximately 1. 2 acres. Lastly, there were some limited rill and <br /> gully repairs conducted under this permit, none of which was <br /> extensive. All activities in 1993 took place in previously <br /> disturbed areas, and there was no new disturbance associated with <br /> CYCC activities. The cumulative number of disturbed acres still <br /> under CYCC liability is approximately 3, 100. This is reflective of <br /> the corrections made during the past year related to shifts in <br /> liability and planimeter discrepancies. With the acreages <br /> associated with the transfer of liabilities to TCC for the surface <br /> facilities, there are less than 5 acres left to reclaim under CYCC <br /> liability, these areas being associated with the dragline <br /> dismantling pads. <br />
