MITIGATION PLAN Reclamation and mitigation will immediately follow excavation in each phase. During Phase I, temporary wetlands will be created in the Phase III and Phase IV areas. Groundwater collected by dewatering the lower Phase I pit will be pumped up to these basins, and the existing wetlands contiguous to them. If this technique proves inadequate, shallow basins will be excavated in the temporary mitigation areas as well. During Phase II, the Phase I pits will be filled and. graded for final reclamation. The wetlands created at this time in the Phase I area will be permanent mitigation wetlands. Irrigation and recirculated groundwater maybe diverted from Phases III and IV to accommodate construction of all Phase I permanent wetlands. During Phases III, Iv and V, concurrent mitigation will consist of construction of permanent mitigation wetlands in the Phase I and Phase. I! areas. The most sensible mitigation sequencing will be determined by the property owner throughout mining operations, however at no time will there be less than 63.8 acres of wetlands present on the site.
