MITIGATION PLAN <br />Reclamation and mitigation will immediately follow excavation in each phase. During Phase <br />I, temporary wetlands will be created in the Phase III and Phase IV areas. Groundwater <br />collected by dewatering the lower Phase I pit will be pumped up to these basins, and the <br />existing wetlands contiguous to them. If this technique proves inadequate, shallow basins will <br />be excavated in the temporary mitigation areas as well. <br />During Phase II, the Phase I pits will be filled and. graded for final reclamation. The wetlands <br />created at this time in the Phase I area will be permanent mitigation wetlands. Irrigation and <br />recirculated groundwater maybe diverted from Phases III and IV to accommodate construction <br />of all Phase I permanent wetlands. During Phases III, Iv and V, concurrent mitigation will <br />consist of construction of permanent mitigation wetlands in the Phase I and Phase.
