199280381 <br />DON KERN CONSTRUCTION, INC. <br />LARIMER COUNTY, CO <br />DETAILED DESCRIPTION OF AUTHORIZED WORK <br />In accordance with the terms and conditions of this Department of the Army permit, Don Kehn <br />Construction, Inc. is granted authorization by the Secretary of the Army to excavate and place <br />fill material into wetlands in conjunction with a sand and gravel mining project. <br />Mining will begin on the southern end of the property and proceed in a northerly direction. A <br />100-foot setback from the Cache oudre River will be maintained. During- each mining <br />phase t eland will be stripped of topsoil, clay, and other overburden soils down to the gravel <br />deposits. Each of these material will be stockpiled separately around the perimeter of the <br />mined area. Stockpiles will be located outside of the floodplain. <br />The phased mining plan provides for concurrent mitigation of the 78.4 acres of wetlands that <br />will be impacted by excavation and fill. At no time, throughout the life of the project, will <br />there be less than 75 percent of the total original wetlands quantity on the site (63.8 acres). <br />During each mining phase, different proportions of the 63.8 acres will be temporary and <br />permanent. An approximate mining schedule is as follows: <br />Phase IA 8.0 years <br />Phase IB 1 .5 years <br />Phase IC 2.5 years <br />Phase II 7.0 years <br />Phase III 3.5 years <br />Phase 1V 1.0 year <br />Phase V 1 .5 years <br />Total 25.0 years <br />The asphalt plant site will be located adjacent to Lorimer County Road #5 in an existing <br />wetland. Approximately 16 acres will be filled to accommodate the plant and will then be_ <br />excavated in Phase Vmini- g- Th e wetlands are accounted for in the total quantity of <br />impacted wetlands. <br />Existing drainage ditches will be temporarily rerouted during the mining phases to areas where <br />mining has been completed at the southern end of the property. All diverted drainage and <br />groundwater will be routed to a settling pond in the southeast corner of the site and returned <br />to the C Pour 'v at t e istonc 'nt.
