Listed below is~the additional information we
require in order to process the application.
Rule 3.1.5 Reclamation Measures -Materials Handline
In accordance with Rule 3.1.5(9)(c), the applicant must provide a signed affidavit certifying that backfill
material generated offsite is clean and inert as defined in Rule 1.1(20). Please provide a description of the
material that is expected to be used so as to evaluate its potential impact to the groundwater along with the
affidavit.
Rule 3.1.6 Water -General Requirements
1) Rule 3.1.6 requires that disturbances to the prevailing hydrologic balance of the affected land and of the
surrounding area and to the quantity or quality of water in surface and groundwater systems both during
and after the mining operation and during reclamation shall be minimized. Page 7 in Exhibit D of the
application states that " 3 of the 4 landowner water wells will be mined around...." and "the fourth well
on the west side will be removed during mining."
If communication between aquifers is a possibility, then the well must be abandoned in accordance with
State Engineer specifications, not merely removed. If this well is not to be abandoned, please provide an
explanation why.
2) Please provide clarity on whether the mine will be dewatered, type of dewatering utilized, and expected
pumping rates, or ifthe operator plans to mine wet. Please describe the depth of mining in relation to
the water table.
3) Please identify potential impacts to the groundwater system. Specifically, based on the type of backfill
used, will ground water flow patterns re-establish and what will the expected hydraulic conductivity be
compared to pre-mining levels? Also, if the proposed fill inhibits pre-mining groundwater flows, will
there be a mounding effect up gradient due to the decreased hydraulic conductivity?
Office of
Office of
Mined Land Reclamation Denver Grand Junction • Durango Active and Inactive Mines
