MINE ID # OR PROSPECTING ID#: M-2003-016 PAGE: 3
INSPECTION DATE: 3-14-08 INSPECTOR'S INITIALS: ACS
buildings on the property, and the current bond includes estimated
costs for the demolition of the buildings. Now, all of the buildings
have been demolished and removed, and the amount of required bond will
be reduced accordingly.
Slurry Wall
Construction of the slurry wall was completed in 2007. The slurry wall
construction report was provided to DRMS with the Revision SR-O1
application in January 2008, and it has been determined that the Heit
Pit slurry wall is eligible for the 20 percent replacement cost bonding
option under standing DRMS policy. The slurry wall is covered by a
compacted soil cap that is elevated above surrounding grade,
effectively berming the entire pit perimeter.
Storm Water
Since the slurry wall cap provides storm water containment, the only
impacted storm water runoff that could reach surface streams is from
the strip of disturbed ground outside the slurry wall cap that
surrounds the entire perimeter. This strip of land was thoroughly
inspected, and it was determined that the one area with any significant
potential for detrimental runoff is at the northwest corner of the
slurry wall and adjacent to Little Dry Creek. Corrective actions
related to PB-2 listed on page four of this report will prevent
impacts. DRMS suggests that the Operator seed the area outside the
slurry wall this spring if possible, but since the ideal spring seeding
window will be ending in April, spring seeding will not be made a
requirement. Seeding outside the slurry wall will be required in the
autumn 2008 seeding window if spring seeding does not occur. Since
storm water management was a focus of this inspection, the Water
Quality Control Division is being copied this report.
Bond Amount
The DRMS will use the information gathered during this inspection and
contained in the permit file to estimate current reclamation costs for
the Heit Pit. The estimate will be used to establish the amount of
required bond and will be transmitted with the forthcoming approval of
revision SR-Ol.
cc: Carl Mount, DRMS (via email)
Andy Rodriguez, Civil Resources (via email)
Wayne Brantley, Pioneer Sand (via email)
Kathy Novosad,' Hall-Irwin Corp.
