Mr. Chip Bair
B&B Excavating
February 19, 2008
Page 2 of 2
3. The document must provide information on the screened depth of the sampled wells,
groundwater elevation in each well and borehole logs/well construction completion data.
4.. The asphalt tack identified in test pit 11 is regulated as a waste material. The first two rounds of
ground water monitoring must include sampling for PAHs for any wells located in or
downg;radient of areas where the tack material was identified. The work plan must also include a
proposal to ensure that the tack material is handled in a manner to prevent additional potential
impacts to soil and ground water.
5. The corrective action plan must identify the proposed locations for the five ground water
monitoring wells to be installed at the site. Please provide the Division with a to-scale map of
the facility indicating the proposed locations for the wells.
6. The corrective action plan must also include a remediation strategy and schedules for managing
both impacted soils and groundwater onsite and offsite. Soil and groundwater sampling must
include the following constituents: metals, semi-volatile organic constituents, PAHs and diesel-
range organics.
We request that you provide responses to these comments by no later than March 7, 2008 in order to
expedite approval of the plan. I am willing to meet with you in person to review the issues identified in
this letter. Please contact me if you would like to set up a meeting to discuss these issues further.
In closing, please note the Department: is authorized to bill for its review of technical submittals pursuant
to 30-20-109(2)(b). An invoice for the Division's review of the above referenced document will be
transmitted under separate cover. If you have any additional questions or concerns, please contact me at
(303) 692-3347, or by e-mail at caren.johannes ~state.co.us.
Sincerely,
~~~
Solid Waste U~
Solid and Hazardous Waste Program
Cc w/ attachment:
Ray Merry, Eagle County Health
Craig Heydenberk, Waste Engineering, Inc.
Jason Burkey, B&B Excavating;
Vaughn Pack, B&B Excavating
Jim Dupler, Colorado Dept. of Natural Resources-Division of Mining Reclamation and Safety
C:\CAS Wstuff\08docs\b&bexc_sercap_fin.doc
