• 2.06.7 Variance for Delay in ContemQoraneous Reclamation <br />Requirements in Combined Surface and Underground Mining <br />Operation <br />Northfield will not conduct combined surface mining operations and <br />underground mining operations. <br />Consequently, the provisions of this section are not applicable. <br />2.06.8 Surface Coal Mining. and_Reclamation Operation on <br />Area, or Adiacent to Areas, Including Alluvial Valley Floors. <br />On February 2, 2006, Roy Roper of the Fremont Soil Conservation <br />District surveyed the facility site regarding potential impacts to ~ ' p <br />alluvial vallley floors. Mr. Roper determined the site is not in o under ~ ~~ <br />' n f Iluvia~a~e <br />an alluvial valley floor (Exhibit F). A potential regio o a y <br />floor exists to a small extent to the north and east but its water <br />source is not Chandler Creek or ground water from the Northfield <br />permit area. <br />A potential alluvial valley floor exists due to the presence of Wann- <br />Shanta soils but the area is not classified as such due to lack of water <br />resources, both surface flows and ground water rights. Irrigation <br />water would be necessary to convert the soils to productivity and <br />water rights are exhausted in the area. Historic surface flows in the <br />• Chandler Creek may have provided significant water to contribute the <br />alluvial valley floor to the north and east. Chandler Creek is virtually <br />a dry streambed today that might flow as the result of a severe <br />localized storm. <br />The hydrog~eology report from Bishop-Brogden (Exhibit K) supports <br />the finding that the proposed permit area is arid with minimal water <br />resources. The layers of interbedded mudstone and siltstones prevent <br />vertical movement of water. Surface drainages are historically dry. <br />2.06.9 Au erin <br />Angering will not be utilized in during mining operations at the <br />Northfield Mine. Consequently, the provisions of this section are not <br />applicable. <br />2.06.10 Coal Processing Plants and Support Facilities Not <br />Located Within the Permit Area <br />All proposed surface facility areas and ancillary facility areas to be <br />constructed during the initial permit term will be located within the <br />permit area.
