d. The applicant states processing will be done on site. Please describe the nature of the process, <br />facilities and chemicals utilized. <br />e. Please locate the processing facility on Exhibit E -Map. <br />4. Rule 6.3.4 Exhibit D -Reclamation Plan Please address the following items in the Reclamation Plan; <br />a. The seed mixture application rate specified in the Reclamation Plan (35#/ac) is not consistent with <br />the application rate specified in the USFS contract (20-251bs/ac). Please clarify this discrepancy. <br />b. The applicant states the site will be seeded between October 15 to May 1 in the Site Description <br />and after October ls` to May ls` in the Reclamation Plan. Please clarify this discrepancy. <br />c. Please explain how the seedbed will prepared to eliminate compacted conditions. The USFS <br />contract requires the area shall be scarified or otherwise worked so that the surface is loose to a <br />depth of at least 1 ". <br />d. The applicant states Grand County will work with the USFS on restoring trees on the site. At this <br />time we do not know if seedling trees or seed will be used. Please explain the establishment <br />methods for each species of tree and state the number of each to be established per acre and <br />provide an estimated cost. <br />e. Please provide a method of weed control that shall be employed for all prohibited noxious weed <br />species, and whenever invasion of a reclaimed area by other weed species seriously threatens the <br />development of the desired vegetation. <br />f. The applicant states seed drilling costs will be included in the Reclamation Cost Estimate; <br />however the cost for hydro seeding is used for the estimate. Please clarify this discrepancy. <br />5. Rule 6.3.5 Exhibit E -Map <br />a. The topographic contour interval often (10) feet on Map Exhibits E-1 and E-2 is not consistent <br />with the five (5) foot contour interval indicated on the map legend. Please correct this <br />discrepancy. <br />b. Please label the names of owners of record of the surface or the affected area and of the land <br />within two hundred (200) feet of the affected area. <br />c. Please indicate the general area(s) for tree planting. <br />6. Rule 6.5 Geotechnical Stability Exhibit <br />a. The applicant proposes a benching plan with an overall slope of 1.33 to 1. The applicant states <br />the rock is stable enough so that a series of 15 feet high by 20 feet wide benches will be created. <br />The near vertical faces will remain stable because of the nature of the rock. Review of the old <br />mine areas confirms that the near vertical faces stay stable for long periods of time. The proposed <br />slope exceeds the maximum slope of 2:1 allowable by Rule 3.1.5 (7). Please provide engineering <br />stability analyses for the proposed final reclaimed slopes. <br />2 <br />
