Red Ciiff Mine Preliminary Draft EIS <br />Guide to Reviewers <br />Introduction. This is intended to help you in your upcoming review of the Preliminary <br />Draft EIS (PDEIS). Please don't wait to the end of the comment period, the last week of <br />which is needed to review, resolve conflicting comments, if any, obtain clarifications if <br />needed, organize and consolidate the comments. <br />Bear in nand that at this time we are working toward a draft EIS. There may be some <br />required information that is missing. In these cases, the Draft EI5 should identify the <br />missing information and state when it will be available. <br />As you review the document please make note of the following: <br />• Does the affected environment chapter describe the resources at risk? <br />• Does the environmental consequences chapter focus on the important issues and <br />support comparisons among alternatives? Can readers make an informed <br />comparison among the alternatives? <br />• Does the environmental consequences chapter clearly show the impacts Iikely to <br />be associated with each of the impact producing actions described in the <br />alternatives and proposed. action chapter.? :. <br />• ~ Does the,environmentalcnnsequences chapter include. discussions of the direct, <br />indirect-and cumulative impacts? Are there: clear descriptions of cause and effect? <br />+ Does the environmental consequences chapter include a discussion of any <br />unavoidable adverse impacts,;and irreversible ar irretrievable commitments of <br />resources which may result? <br />In the environmental consequences chapter, are mitigation measures not already <br />included in the proposed action or alternatives, identified and discussed? <br />• In the environmental consequences chapter have mitigation measures beyond <br />those required by applicable Federal State and local regulation been described in <br />sufficient detail to allow assessment of their potential effectiveness? <br />Does the environmental consequences chapter identify and analyze any possible <br />conflicts between the proposed action and alternatives with objectives of Federal <br />State, local or Indian tribal land-use plans, policies and controls for the affected <br />area? <br />• In the portions that you review, do the references cited match with those listed in <br />the reference section? Are the cited references current and appropriate? <br />• In the portions that you review, please identify any portions that are confusing and <br />suggest rewrites for clarity, including the use of figures or tables that would <br />improve readability. <br />,~ .... . <br />
