ASSUMPTIONS USED 1N MINING PLAN: <br />The mining plan is based on several key assumptions, stated herein for evaluation. These assumptions are not <br />intended to imply or claim that certain actions will be done. <br />1. Annual demand for sand and gravel from this pit will average 120,000 tons. However, demand, and therefore <br />production, may vary significantly from year to year, and therefore acreages affected during a given year may be <br />either larger or smaller than included in this plan, thus impacting on stockpile size and other matter. <br />2. Activities on the site (stripping, mining, stockpiling, etc.) will be done year-round. <br />3. An average of the upper 2 feet is considered usable topsoil, for planning purposes. Topsoil and subsoil not <br />considered mineable material varies from 5-6 inches to 4 feet in depth. Topsoil and subsoil will generally be <br />used "as-is" for reclamation but may be modified to improve reclamation as farmland (cropland and pasture) as <br />recommended by agronomist, by screening, amendment, or additives. <br />4. Mineable material ranges in depth from 15 to 30 feet, and is expected to average 20 feet. <br />5. Water table in the pit area fluctuates seasonally and from year to year but is generally low, and soil is often not <br />saturated above the shale. <br />6. Wash water for processing will be recycled and will be mixed with storm water and irrigation return flows for <br />discharge, if actually discharged. <br />7. A plant is expected to be on-site during the period of stripping and mining, so that large temporary stockpiles of <br />soil and raw material will be quickly processed and remain in existence for very brief periods. <br />8. Based on other permits, mining is limited initially to the shipping of 120,000 tons per year.5 This limits the mining <br />initially to 132,000 tons (=115,000 CYs) per year (assuming on-site use and loss of fines through screening and <br />washing). <br />9. For planning purposes, excavation is planned to average 152,000 CY per year, or 4.3 acres per year, including <br />any pockets of unsuitable material. When considering stockpiles of topsoil, access, perimeter slopes and <br />unforeseen factors (such as areas of thicker soil, or shallower mineable material), this plan assumes that <br />operations will disturb approximately five acres per year. <br />10. Initial production is expected to be under 70,000 tons per year, until operations are fully developed. As market <br />demands change, other permits may be revised to increase production beyond the 120,000 tons/year. (See <br />Exhibit M.) <br />11. It is not the intent of the application to limit mining to any specified annual level. Assuming constant production <br />of 120,000 tons/year, the pit will operate for approximately 20 years. <br />5 This is not to be construed as a limitation on actual mining activities, simply a recognition that other <br />permits (County and state) limit annual production at present, and planning reflects that limit.
