r` <br />z <br />Introduction <br />This document is the decision package prepared by the Colorado Division of Reclamation, Mining and Safety <br />(Division) for the Blue Ribbon Mine. This document includes: 1) the proposed decision to approve the permit <br />renewal application; 2) a summary which includes a history of the review of the permit application, a <br />description ofthe environment affected by the operation and a description ofthe mining and reclamation plan; <br />and 3) the written findings of compliance the Division has made as required by the Colorado Surface Coal <br />Mining Reclamation Act. Detailed information concerning the findings of compliance can be found in the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. <br />The Division has received an application for a permit renewal to conduct reclamation operations at the Blue <br />Ribbon Mine. Mining activities were terminated in 1985, and all ofthe Blue Ribbon Mine surface disturbance <br />was reclaimed, except for ponds 4, and 5, the light use road, and the Hubbard Creek crossing. The application <br />was submitted by A~IINREC, Inc., and the mine is being operated by MINREC, Inc. The mine is located on <br />federal and private lands within Delta County, Colorado. The legal description ofthe lands included within the <br />permit area is: Section 2, Township 13 South, Range 91 West, and Section 35, Township 12 South, Range 91 <br />West. The location of the lands can be found on the USGS 7.5 minute quadrangle map of Bowie, Colorado. <br />Proposed Decision <br />The Colorado Division of Reclamation, Mining and Safety proposes to approve an application for renewal of a <br />valid existing permit. <br />The application was submitted by MINREC, Inc. for the Blue Ribbon Mine. This decision is based on a <br />finding that the operations will comply with all requirements of the Colorado State Program as found in the <br />Colorado Surface Coal Mining Reclamation Act, C.R.S. 34-33-101, et seq., and the Regulations promulgated <br />pursuant to the Act. If no request for a formal hearing is made within thirty (30) days of the first publication of <br />the issuance ofthis proposed decision, then this decision becomes final. Upon submittal ofacceptable surety by <br />the applicant, the permit will be issued. The permit application, all supporting documentation and any <br />stipulations or conditions will become a binding part of the permit. The stipulations for the Blue Ribbon Mine <br />have been satisfied. Details regarding stipulation resolution can be found in a memorandum to the file dated <br />August 1, 1992. Any stipulations from the original permit and findings document or subsequent revisions that <br />have been totally resolved to the satisfaction of the Division, have been removed from this document. <br />Summary: All stipulations added to the Blue Ribbon permit as of this date, have been complied with or <br />forgiven and require: no further actions. <br />
