Concurrent Surface and Underground Mining <br />This section does not apply to the Blue Ribbon Mine. <br />XVII.Operations ~~n Alluvial Valley Floors <br />During the permitting process for the Blue Ribbon Mine, two potential alluvial valley floors <br />(AV:F) were identified at Hubbard Creek and at the North Fork of the Gunnison. The alluvial <br />valley floor boundary of Hubbard Creek is shown in Exhibit F in the permit application. <br />Pursuant to Rule 2.06.8(3)(c), the Division finds that the body of alluvium located along <br />Hubbard Creek directly adjacent to the mine is not an alluvial valley floor. <br />The alluvium associated with the North Fork of the Gunnison River is considered an <br />agriculturally significant alluvial valley floor by the Division. <br />Pursuant to Rule 2.06.8(5)(a)(i)(A)(I), the Division finds that the proposed surface mining <br />oper~~tions would not interrupt, discontinue, or preclude farming on the North Fork AVF <br />(4.24'.3(1)). The North Fork AVF is not within the permit area, and will not be physically <br />disturbed by the mining activities. <br />Pursuant to Rule 2.06.8(5)(a)(ii), and 4.24.3(3), the Division finds that the proposed surface coal <br />mining operations would not materially damage the quantity and quality of water in surface and <br />ground water systems that supply those alluvial valley floors or portions ofalluvial valley floors. <br />Pursuant to Rule 4.24.2(1), the Division finds that the proposed surface coal mining operations <br />have been designed to preserve the essential hydrologic functions of the North Fork alluvial <br />valley floor. <br />The 131ue Ribbon Mine is not located on the North Fork AVF. The probable effects ofthe mine <br />on the quantity and quality of water tributary to the North Fork AVF are insignificant. <br />XVIII. Operations, on Prime Farmland <br />Pursuant to Rule 2.07.6(2)(k), the Division has made a negative determination for the presence <br />of prime farmland within the proposed permit area. The decision is based on the letter ofOctober <br />8, 1981, signed by Jim Henkins, President of the Delta Soil Conservation District, stating that <br />there are no prime farmland mapping units within the proposed permit area. This letter can be <br />found on page 96i of the permit application. <br />XIX. Mountaintop Removal <br />This :section does not apply to the Blue Ribbon Mine. <br />30 <br />
