,, <br />However, the applicant later revised the vegetation success standards for cover and production so <br />that sampled data would be compared to a reference area as explained on page 113 ofthe permit <br />application. <br />Reclaimed areas will be checked annually after snowmelt for the formation of rills and gullies. A <br />report will be prepared to document each inspection and will be available with other mine <br />recor~3s. Rills and gullies deeper than nine inches will be noted on the report and repaired by the <br />end of August of the same year. They will be filled, graded, or otherwise stabilized. The repaired <br />area will be seeded and mulched by the end of the same year. Mulch will be anchored to the <br />ground with netting if appropriate. Laborers or small equipment will be used to perform the <br />repairs to minimize the associated disturbance. <br />XII. Post-minims Land Use <br />The Livision is proposing to approve apost-mining land use of wildlife habitat, grazing and <br />recreation. The land use meets the criteria of Rule 4.16.3. <br />XIII. Protection of Fish. Wildlife and Related Environmental Values <br />A. The applicant has proposed the use of persistent pesticides on the site during reclamation <br />operations. The Division proposes to approve this usage (4.18(4)(g)). <br />There is a plan in place to deal with noxious weeds of all types that appear on the Blue Ribbon <br />Mine. The plan was developed with the help of the Delta County Noxious Weed Program. The <br />main noxious weeds in the area are Russian Knapweed, Musk, Canadian and Scotch Thistle, <br />Houncistounge, Oxeye Daisy, Burdock and Yellow Toadflax. Treated areas over 100 square feet <br />will b~~ examined each fall to determine if reseeding is appropriate. <br />B. Wildlife habitat is a planned post-mining land use. The applicant has selected appropriate plant <br />species and distributions to benefit wildlife (4.18(4)(1)). <br />Seed mixes and distribution rates for the Blue Ribbon site can be found on pages 111 to 113 of <br />the permit application. <br />XIV. Protection of Underground Mining <br />There are no current or proposed surface mining operations within or next to the Blue Ribbon <br />Mine. <br />XV. Subsidence Control <br />Pursuant to Rule 2.05.6(6)(a)(i), aninvestigation ofthe permit area yields no renewable resource <br />lands or structures. Therefore, no further consideration is required by those sections of the <br />regulations which relate to subsidence control. <br />29 <br />
