Reclamation Plan <br />The reclamation plan for the Harvey Gap Mining Project is designed to blend the disturbed area into the <br />existing topography but at the same time maintain the integrity of the mine and provide access to the <br />scoria pit located east of and adjacent to the mine portals(see Map HGP-7: Pre-Law Disturbance) <br />All of the structures, buildings, trailers, and equipment have been removed from the site. The portals <br />structures have been left in place and covered with a minimum of two feet of cover. A four inch steel <br />pipe was installed in the #1 Slope entry through the seal in order to monitor the water level in the mine <br />and discharge water if necessary. A minimum of 25 feet of compacted soil was placed in each portal as <br />a seal. <br />The area has been graded to the postmining topography approved in the previous permit. The regraded <br />area has been seeded and the vegetation is well established at this time. <br />The access road will be left in place as shown on the drawing titled: Final Topo with Cross Section <br />Locations, to provide access to the scoria pit located adjacent to the mining area. The sections of road <br />• not necessary for access to the scoria pit will be removed and graded to blend the area into the existing <br />topography. <br />The disturbed area has been regraded to a maximum slope of 2:1. <br />The collection ditches and diversion ditches have been regraded and filled in. The reclaimed diversion <br />and collection ditches have been seeded with the approved seed mixture listed in Table 17. The seed <br />was applied using hydro-seeding methods. <br />Eastside Coal Company, Inc. is proposing a 35% cover for the success standard at the Eastside Mine. As <br />discussed in the vegetation section, cover will be the criteria by which revegetation success would be <br />established. The baseline information was obtained from areas of previous disturbance with the results <br />being a higher percentage of shrubs and annual weeds. The herbaceous cover on the disturbed area <br />results being a high percentage of shrubs and annual weeds. The herbaceous cover on the disturbed area <br />including the perennial and biennial fortis and succulents is 10%. One transect ran on an area which had <br />not been previously disturbed indicated approximately 3% cover for the grass plants. Inclusion of the <br />annual weeds raised this percentage to 15% cover for the grass-like plants. Again, most of the cover <br />(47% by species composition) is provide by sagebrush. <br />The methods used to determine the amount of cover will be the same methods utilized for the baseline <br />information for the office and disposal sites. The method to be used for the vegetation cover will be the <br />91 Technical Revision 02/14/03 <br />
