built a 2" gated plastic pipe with two antiseep collars was installed as a principle spillway. The pipe <br />also had an anti-clogging device installed on the inlet end. A sediment staff gauge was installed as <br />shown on Drawing 3: Sediment Pond SP-1. An emergency spillway was constructed to discharge water <br />into the Diversion Ditch DD-1. The emergency spillway was designed to pass the 25 year 24 hour <br />rainfall event. <br />If any water is discharged from the pond it would flow into a ditch which flows into Diversion Ditch <br />DD-1 and then flows into the Harvey Gap Drainage. A riprapped structure was constructed down into <br />the bottom of the Harvey Gap drainage. The bottom of the structure is within the 100 foot buffer zone <br />for a perineal stream. An exception is requested for this structure as the bottom is 26 feet from the <br />stream bank. <br />The sediment pond SP-1 was constructed as per the Drawing 3: Sediment Pond SP-1. The pond will be <br />inspected and reports submitted to the Division of Minerals & Geology on a quarterly basis. A stability <br />analysis was conducted by Grand Junction Lincoln DeVore and determined that the pond has a <br />minimum safety factor of 3.63. A copy of the study is located in Appendix F. <br />The equipment used in the exploration and mining activity include: <br />Front End Loader <br />Portable Screening Plan <br />Diesel Generator (2) <br />Continuous Miner (2) <br />Diesel Scoop (2) <br />Pickup Truck <br />No debris is being generated at the minesite during the ongoing reclamation activities. All non-coal <br />waste will be disposed of the county dump. <br />Other required permits are listed in Table 1-Other Required Permits Page 16 of this application. <br />An existing road was used to access and haul coal from the site to the county road. The access road is <br />approximately 700 feet in length and connects with Garfield County Road 237 (Harvey Gap Road).. <br />The road profile and typical cross sections are shown on Map HGP-15: Existing Road Profile and <br />Typical Cross sections. The road was surfaced with 3/4 inch roadbase at the owners request. <br />The road was not significantly altered as the only improvement was surfacing and a berm. The berm <br />was constructed on the west side of the road directing runoff from the road through a straw bale dike <br />before reaching the Harvey Gap Drainage. The road is going to be left in place at the request of the <br />landowner. The road is redesignated as a light duty road <br />No blasting activity will be occurring during the reclamation activities. <br />The sediment control for the area which was proposed for the office area near the intersection of the <br />access road and Harvey Gap Road consists of the road embankment and small embankment in the <br />borrow ditch which will retain the runoff on site. No mining activities have occurred in this area so no <br />sediment control and diversion ditches were constructed. A small area exception has been approved in <br />the current mining and reclamation permit for this proposed office area. As no activity has occurred no <br />sediment control has been constructed or is proposed for this area. <br />Renewal #3 02/08,2000 89 <br />
