2. Operation Plan -Estimated Area For Life of Operation <br />The Eastside Mine is now in reclamation only status. A brief history of the operation and proposed life <br />of mine operation plan will be presented only for information purposes. <br />The Eastside Mine was opened under the exploration permit, Number CX-186-00. The ex loration <br />p <br />activity was conducted to determine the nature and mining characteristics of the "E" Seam on the leased <br />property. The first Mining and Reclamation Permit C-84-063 was obtained in January 1990 based on <br />information and experience obtained under the exploration permit. <br />The coal was mined by using either continuous miners or by drilling and shooting the coal with diesel <br />scoops hauling the coal to the surface. Mains were being developed along the strike with crosscuts <br />between the mains being driven down on a slope of approximately 15% to the lower main entry. <br />Only the "E" Seam was mined under the approved permit. The life of mine plan included four other <br />coal seams of minable thickness on the property. A production level of 200,000 tons annually from <br />each seam was proposed for a total 1,000.000 tons per year from the property. Only the "E" Seam was <br />permitted under the above listed permit for a production level of 200,000 tons per year. <br />3. Operation Plan -Permit Area <br />No mining activities other than reclamation work will be contemplated under this permit. The <br />following is a brief history of the work completed at the Eastside Mine. The mine was shut down on <br />January 4, 1995 and reclamation work commenced. <br />Mining under the first and second five year plan bean in the NEl/4, Section 24 and advanced to the east <br />going into the S %, NW1/4 and N t/2, SW 114 , of Section 19, TSS, R91 W. <br />The extent of the underground development is shown on the Mine Map- Final. <br />Surface facilities which have been removed consisted of an office, bathhouse trailer, portable crushing <br />equipment, generator building, coal storage area, small shop, <br />explosive magazines, water tank, waste disposal site and portals. All of the structures and buildings <br />have been removed and the portals have been covered up. No activity occurred at the waste disposal <br />site as the waste generated was disposed of in the underground workings. The Mine Safety and Health <br />Administration approved the storing of the waste material underground. A copy of the approval from <br />MSHA is enclosed in appendix O. The waste material was analyzed in is considered nontoxic non acid <br />forming. Therefore disposal of the material underground would not adversely affect the hydrologic <br />balance. A copy of the analysis is enclosed in Appendix N <br />A sediment pond was constructed near the south edge of the property. This sediment pond is still in <br />place and will be removed upon approval of the Division of Minerals and Geology. <br />The sediment pond was constructed by using excavated material form the pond area to build the <br />embankment. Any woody plant material was removed from the pond location. As the area had been <br />previously disturbed there was not any topsoil available for removal. A front end loader and dozer were <br />used to construct the pond. As the material was excavated from the pond area it was watered down <br />using water discharged from the mine. As the material was excavated it was placed on the embankment <br />and the equipment was routed over the placed material to compact it.
