MINING PLAN (coNT) EXHIBIT C <br />As mining begins on the upper most bench any <br />overburden/topsoil encountered will be removed and salvaged. The <br />underlying rock will be removed and hauled to the processing <br />plant on the mine floor. The flat part of the bench will expand <br />away from the bench face until the first 15 feet has been re- <br />moved. A 20 foot bench will then be measured and mining will <br />continue to the next lower bench. This will create a wider <br />working surface during mining and allow recoiling and revege- <br />tation to take place on the 20 foot bench. <br />When overburden/topsoil is encountered it will be stripped <br />and stockpiled around the perimeter of the site or on the benches <br />and floor for use in reclamation. An average of 1-2 inches of <br />salvaged overburden/topsoil will be placed on the mined areas. <br />There will be some fines generated by processing that will be <br />salvaged to supplement the salvaged growth medium material. If <br />the overburden/topsoil stockpiles remain undisturbed for more <br />than one growing season a cover crop of Crested Wheatgrass will <br />be planted at a rate of 3.0 lbs pls/200 Ftz. <br />Of the 9.99 acres ± in the permit area, approximately 8.67 <br />acres ± will be mined, 0.10 acres will be road and 1.22 acres ± <br />will be setbacks around the mined area. The setbacks shown on <br />the Mining Plan Map is 20 feet wide except where the pit road <br />crosses the permit boundary. The material will be used to supply <br />road maintenance and construction products needed on County and <br />Forest Service roads in the vicinity of the mine. Once reclama- <br />tion is complete the area will be reseeded per the USFS require- <br />ments. The final intended end use is as rangeland. <br />The sand and gravel will be excavated using frontend load- <br />ers, trackhoes and dozers. The mined material from the working <br />face will be loaded into the processing plant with a frontend <br />loader. As the mining moves to the north we will begin to push <br />material from the upper beaches of the mine to the floor. The <br />RECLAMATION MAP-E-2 shows how the area will look when mining ends. <br />On-site equipment may include, but is not limited to, a motor <br />grader, front-end loaders, motor scrapers, a dozer, conveyors, a <br />screening plant, dump trucks and a water truck. <br />Processing wil"1 be done on site to build material stockpiles <br />that will be removed as needed. This will create large stock- <br />piles of specification aggregates on the site as mining pro- <br />gresses. Once there is an adequate supply, the processing plant <br />7 <br />
