The review is being conducted by the <br />Division's geochemist, engineers, hydrology specialist and environmental protection specialists. The <br />additional review has brought up the following issues that need additional clarifications, correction or <br />responses. As a matter of expedience the review memos forwarded to myself as Lead Specialist are <br />attached so that Energy Fuels may respond to them directly. <br />From the review it is apparent that there are some issues, particularly with groundwater characterization, <br />that will need further information and study as conditions allow. However, staff understands the dynamics <br />of the situation and some information may not be readily obtained until encountered or as historic mining <br />areas are accessed. Staff feels that gaining certain commitments from Energy Fuels for continued <br />hydrological characterizations within the permit is a better alternative then stipulations attached to any <br />approvals granted in issuance. Please respond as soon as possible to the issues noted in the attached <br />memos. <br />Staff is requesting that Energy Fuels agree to the following commitments as part of the Mine and <br />Reclamation Plans. <br />1) Energy Fuels will submit a quarterly hydrological report to the Division regarding underground <br />ground water conditions. The report should include location and nature of the water encountered <br />such as mine pools, draining drill holes or airshafts, or inflows from natural locations. Quantity <br />outputs should be noted as well as any remedial actions taken such as sealing, etc. <br />2) Energy Fuels will place tracer or dye pacts in mine pools that collect perennial flows to monitor for <br />impacts to surface waters. Visual inspections of the DP and PR springs shall be done quarterly for <br />the first 5 quarters. Once that bench mark is achieved, DBMS and Energy Fuels shall review the <br />data to determine if sampling intervals can altered. <br />Office of Office of <br />Mined Land Reclamation Denver Grand Junction Durango Active and Inactive Mines <br />
