• <br />3.6 PROTECTION OF NEWLY SEEDED AND PLANTED AREAS <br />A three strand barbed wire, one strand smooth wire fence was constructed <br />around the reclaimed areas of the lower portion of the road, the waste disposal and <br />adjacent facility sites to protect planted areas from damage by domestic livestock. The <br />fence will be constructed to BLM standards. Wire spacing from the ground up shall be <br />smooth wire at 10 inches, the first barbed wire 8 inches from the smooth wire, the <br />second barbed at 8 inches from the first, and the third barbed 12 inches from the <br />second. This will put the top wire at 38 inches from the ground. <br />This fence will exclude cattle from the revegetated areas until the vegetation is <br />deemed capable of supporting grazing but will not prevent livestock from accessing the <br />canyon bottoms. Minor amounts of grazing by native ungulates can be expected during <br />the late fall and winter but should not be excessive. This limited grazing may also <br />reduce the density of overwintering graminoid cover and enhance the establishment of <br />• woody species. The fence will be maintained in a livestock tight condition and stretched <br />tight to prevent injury to big game wildlife. <br />The fence was installed in the locations shown on Figures 2.2-7C, and 3.1-5. <br />Specific areas of reclamation to be protected by the fence are: <br />a. The upper portion of the road is protected by installing the fence from the <br />cliff on the south side of the road to the cliff to the north edge of the road. <br />This fence will not physically exclude livestock from all areas of the upper <br />portion of the road, but will limit access to only those areas where the <br />steeper slopes will naturally discourage livestock access <br />b. The waste disposal area, adjacent facilities and topsoil stockpile areas are <br />protected by encircling the revegetated area with the fence. <br />c. The reclaimed areas along the sides of the road are not fenced since <br />fencing would prevent livestock traversing the road and accessing areas <br />in the canyon bottoms. This would be in direct opposition to Stipulation 5 <br />requested by the BLM Area Manager in the letter of December 3,1996. <br />d. The reconstructed drainages are not fenced since the reclamation of <br />these areas will include mostly road surface where fencing would restrict <br />RN-05 3-19 07/07 <br />
