3.5.3 Seeding Techniques and Rates
The temporary cover crop will be planted at the broadcast rate of 80 pounds of
pure live seed per acre.
The permanent seedmix will be planted by broadcasting. The seed mix will be

spread at the rate that will deposit approximately 60 seeds per square foot.
3.5.4 Mulchino
The sterile cover crop will not be mulched. The need to mulch the permanent
seed mix that is planted over the cover crop will be evaluated based upon the density of
the cover crop. The determination of the need to mulch all, parts or none of the _ _ _ _ .
regraded areas will be made in consultation with the DRMS.
Except as explained above, all seeded areas will be mulched with certified weed
free grass hay or straw. Approximately 1.5 tons of mulch will be used on each acre
seeded. The mulch will be anchored using a tackifier or a tackifier mixed with wood or
wood/paper fiber. The tackifier will be applied in accordance with manufacture's
specifications with consideration of the type and quantity of mulch applied, slope, soil
conditions and other applicable factors. If mulch is warranted on the roughened slopes
of the reclaimed portal area and portal access road, the mulch will be anchored with a
tackifier or hand labor, using hand tools to crimp the mulch into the soil.
3.5.5 Planting Times
Seeding and planting of disturbed areas will be conducted during the first normal
period of favorable planting conditions following final preparation for seeding. Seeding
will normally be done in the fall from mid October through mid December for hydro or
broadcast seeding. Spring seeding will be done during March or April. Summer
seeding will be done from mid July through August.
3.5.6 Irrigation and Fertilization
No irrigation will be used on the reclaimed areas. Upon reclamation, an analysis
of the soils will be made to determine the fertilization requirements of the areas
involved. If the analysis shows that the soil is deficient in phosphorus , it will be added
to the soil prior to seeding. Other elements will be added the year after seeding.
Unneeded fertilization and irrigation will be avoided. Native plants have low potential
response to fertilizer and undesirable weed competition is likely.
MR-33
3-18
osiosio~
