He classed this tract as <br />•Pastureland-Irrigated Hay ° (IPH). <br />Aerial photos and ground observations prior to WFC mining shows the land to <br />be abandoned by the Morgans. <br />As noted in Frank Morgan Tract #1, there are only 50 shares of water leased <br />to WFC for reclamation purposes. There is not sufficient water available for <br />WFC to irrigate this tract. <br />WFC has re-designated this parcel as Dryland Pasture because of the lads of <br />irrigation water available. <br />Morgan Tract #3: The Morgan property south of BB Road and west of 2700 Road, <br />west of Morgan Tract #2, consisting of approximately 40 acres. This is called Morgan <br />Tract #3. <br />The Morgans have developed this field into an irrigated alfalfa field since <br />signing the Coal Lease agreement in 1998. Prior to the lease, the field was <br />flood irrigated pasture. Morgan has only one 1280 foot side roll sprinkler on <br />this parcel(statting in 200x). According to Attachment 2.05.4(2)(e)-6 Figure 4, <br />it should take 2 -1280 ft side rolls to provide suffident water to meet the <br />Evapotranspiration (ET) requirement for the Nuda area. <br />WFC proposes to restore this land to 2 irrigated fields of approximately 20 <br />acres each. Both of these fields will be cropland -alfalfa. The fields will be <br />irrigated with the 50 shares of CC Ditch water that has been leased to WFC. <br />As explained in Attachment A, WFC uses a 1.2 water share per acre ratio for <br />aside roll sprinkler system to meet the ET requirements for a pure alfalfa <br />field. This ratio fits the shares available for the two fields of 20 acres each. <br />The side rolls will be left for the landowner to use upon bond release. <br />WFC East Parcel: The parcel of 29.36 acres in the extreme southeast comer of the <br />permit area, which is now owned by Western Fuels. As of the start of 2008, this <br />parcel has not yet been reclaimed since it contains the overburden main stockpile for <br />the mine. <br />• This tract was originally classified as Irrigated Pasture. <br />• Portions of the tract were "Wild Flood Irrigated" in the past. There were no <br />furrows, gated pipe, side roll sprinkler system or other methods to control <br />water distribution. Irrigation water was allowed to traverse over the land at <br />will. <br />• Zero shares of water came with this parcel. <br />• WFC does own sufficient water to fully irrigate this parcel since it has 75 <br />shares, however, it is the intent of WFC to sell these shares to buyers of <br />water that need the shares. <br />• WFC is not in the farming business and has no interest in returning the land <br />bads to an Irrigated Pasture Post Mine land use. <br />• WFC wants to reclassify this land as Dryland Pasture. <br />Page 8 of 10 <br />
