II1. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). This mine site is currently finishing the final <br />stages of reclamation of disturbed areas. An industrial land use bond release application is <br />currently under review by the Division. The purpose of this inspection was to follow-up on <br />field work associated with that application. Ground conditions were dry in most areas with <br />patchy snow on north-facing slopes. The weather was cold and breezy. <br />Roads <br />Two issues were previously <br />identified in the November 2007 <br />inspection regarding the pending <br />application for industrial land use <br />bond release (SL-02). One was a <br />clean-out of the second culvert <br />ascending the Jeff Canyon haul <br />road. Culvert cleanout is now <br />complete (see right). <br />The second issue was the <br />seeding of the Jeff Canyon road <br />outslope opposite this culvert <br />location. The lower portion of this <br />road outslope was seeded and <br />mulched shortly after construction _ ,_ <br />was complete. The November <br />_....--- <br /> <br />2007 inspection documented the <br />need for the entire outslope to be <br />re-seeded. The approved cost r ,~ .~ ~ _,' ~ -~ <br />estimate for the remaining area ' '•~~~~' <br />estimated the completion of this <br />task using hydro-seeding. As <br />shown in the photo to the right, a - ~ ~ ~" ~` <br />portion of the slope has been <br />seeded and mulched since the - • ~ <br />,.^,, , ~, <br />November inspection.
