6.0 Goals, Methods, Maintenance, Monitoring and <br />Performance Criteria <br />The goal of. the Western Gravel Wetland Bank is to convert existing fallow field and <br />mining areas along the Uncompahgre River into a more ecologically valuable habitat area <br />consisting of a mosaic of upland riparian buffers, wet meadows, emergent wetlands and a <br />pond that improve water quality and provide more valuable wildlife habitats. This goal <br />will be achieved physically by grading and planting the subject site in a manner described <br />in the construction plans, and. economically achieved by selling the rights to use the <br />increased habitat and water quality values as compensation. for unavoidable losses of <br />wetlands and other Waters of the U.S. in the Service Area of this project to persons or <br />entities obtaining permits under Section 404 of the Clean Water Act from the U.S. Army <br />Corps of Engineers. Financial surety will be provided by (i) the use of escrow accounts <br />that release funds from the sale of credits upon the satisfaction of various performance <br />goals established in the MBI, (ii) the use of surety bonds, or (iii) a combination of surety <br />bonds and cash encroachments. Specific criteria for the use of these credits will be <br />established by the MBI. Western. Gravel. will provide monitoring and maintenance for a <br />period of ten year following completion of the construction and planting of the site. <br />Monitoring reports shall judge conditions on the site relative to performance criteria <br />established in the MBI. <br />7.0 Service Area <br />The proposed service area of the wetland bank is shown on M.ap 1. The service areas are <br />within the same major watershed as the bank. The extents are limited by elevation and <br />provide coverage below the existing Gunnison Wetland bank service area. Amore <br />formal service area will. be included in the MBI. <br />8.0 Long Term Stewardship <br />After documentation often successful growing seasons (i.e., meeting the performance <br />criteria specified in the MBI), the property o~rned by Western Gravel. Inc. shall be <br />donated to a govermnent agency ofnon-profit. A restrictive covenant shall. be recorded, <br />prior to any sales of mitigation credits. <br />
