While the n~_atei7al removal will occur <br />off the permitted mine site, removal will be allowed without a pei7nit because the <br />removal. will be part of a project covered by other agencies such as the Arny Corps of <br />Engineers and. local county government. This scenario is similar to the removal of <br />material for the construction of a basement. <br />Establishing the correct grade to allow subirrigation will reduire careful surveying and <br />earthmoving. In order to establish subirrigation grade during the wetter season (irrigation <br />season), earthwork will take place during those months. Material will be removed to the <br />existing water table. Once the grade is brought down. to the existing.high water table, <br />swale features will be installed. After earthwork in. the gravel layer is completed the site <br />will be covered with 1.5'-2' of topsoil and overburden. This will allow subirrigation <br />without exposing groundwater. If groundwater pooling occurs after establishment of the <br />final grade, those areas will. be slightly filled to cover exposed groundwater. <br />3,3 Seeming/Planting <br />Two types of seeding and planting will occur on this site. A wet meadow seed mix will <br />be applied to all. disturbed wetland areas. Also a dry rangeland seed mix will be applied <br />to upland buffer areas that are disturbed. Live plantings will also be placed throughout <br />the site. The live plantings will be taken from. existing irrigation ditches throughout the <br />neighboring area. This will serve two purposes: maintenance of local irrigation ditches <br />and low cost sources of mature wetland plants. Sediment and soil from the ditch cleaning <br />will also be placed onsite to enrich the existing soils. <br />3.4 lNaterl/rrigation <br />The site has existing irrigation water shares. These shares will be used in the <br />establislunent of the wetland bank and may be used for maintenance of the bank. The <br />site will also have a pond. as shown. in Map 3. A gravel well pernzit will be obtained for <br />this pond. prior to release of the wetland bank. <br />4.0 Pre-~0.pplication Process <br />The Permit Applicant is proposing to meet with the M. itigation Bank Review Team <br />(MBRT) to discuss the proposed site, general design tecluliques, and terns of an <br />appropriate Mitigation Banking Instrument (MBl). Preliminary discussions have already <br />occurred with Western Gravel, Inc., Greg Lewicki and Associates, and the Army Cops <br />of Engineers. Further discussions will. occur between other members of the MBRT prior <br />to a final draft of the MBI. <br />5.0 Mitigation banking instr~~en~k (M~i~ <br />As noted above, the draft MBI is being developed. The content and stricture of the draft <br />MBI are in accordance with the "Federal Guidance for the Establishment, Use and <br />Operation of Mitigation Banks" published. in Volume 60, Number 228 of the Federal <br />Register, November 28, 1.995 ("Federal Banking Guidance"). <br />
