Scrriar ~ 2.05.4 <br />Waste paper, timbers, pipe, supplies, cardboard, and other miscellaneous trash e collected and <br />temporarily stored in the east storage yard, with periodic pickup by a licensed disposal contractor for <br />transport and deposal in the Delta County landfill. Scrap steel, used equipment, egwpment parts, <br />electrical cable, conveyor belting, and rued tires are terttporarily stored in an area near the dump <br />station and periodically picked up by a salvage contractor. Any of these materials rert+~~~~rg at the <br />time of reclamation and closure will be handled and deposed of in accordance with these normal <br />operating practices. <br />Debris resulting from dismantling and removal of surface structures and facilities during site <br />reclamation activities will generally consist primarily of scrap steel and concrete rubble and will not <br />include acid-fortnutg, toxic-producing, or flanunable materials. Demohtion debris will either be <br />hauled off-site for salvage or disposal in a licensed landfill or will be rued as backfill or buried in <br />place. Any demolition debris rued as backfill or buried in place will be covered by a minimum of 2 <br />feet of suitable non-flammable cover material. <br />Measures for Sealing, Pluggine, and Managing Mine Ctpenings and Boreholes <br />Mme openings and boreholes, including mine portak, shafts, declines, and exploration dtillholes, <br />degassification boreholes, and fire control and monitoring boreholes will be plugged and sealed in <br />accordance with applicable provisions of Rule 4.07 to effectively prevent access to underground mine <br />workings and to prevent crtirirtg of surface and ground water drainage and discharge of acid or toxic <br />drainage to surface or ground water. <br />Mute portak and declines will be sealed by constructing solid block leak a minimum of 25 feet in <br />from the portal or decline surface openings as illustrated by the figure, Typical Goss-Section -Mute <br />Seale, in Exhibit 2.05-E5, Reclamation Details. The portal or decline entries will then be backfilled <br />from the seals to the surface openings with soil and broken rock materials. Reclamation will be <br />completed by backfilling and grading the areas around the backfilled openings to completely cover all <br />ponal structures, establish a stable slope configuration, and eliminate anyexposed 6ighwall areas. <br />Mme shafts will be sealed ruing one of the following two methods, depending on site conditions and <br />after consultation with the DMG: <br />1. A permanent reinforced concrete cap with vent pipe, complying with applicable MSHA <br />requiremenu, could be placed over the shaft opening. <br />2. A fake deck could be established by installing lateral suppon beams into the ring beams <br />within the shaft collar and placing decking over the suppon beams using either steel plate <br />or expanded metal and reinforced concrete. The remainder of the collar would be <br />backfilled with material previouslyexcavated during shah construction. <br />Exploration drillholes, boreholes, and wells will be plugged and sealed by grou[ing the portion of the <br />hole extending into and up to 20 feet above either mine workings or awater-bearing zone, backfilling <br />the remainder of the hole to within 10 feet of the ground surface with overburden materials or drill <br />cuttings, and cementing the rert+~~e~rg 10 feet to surface. Any casing extending above the ground <br />surface will be cut off. Following plugging and sealing of anydtillholes or boreholes, OMI will file an <br />abandonment report within 60 days identifying the mapped hole location, hole depth, collar elevation, <br />intervals where water was encountered, hole diameter, type and amount of sealant rued, sealing <br />method, and the name and license number of the driller and rig involved'in sealing the hole(s). <br />• riealth aria Jatety Jtandards and regulations <br />OMI's ongoing and future mining, reclamation, and related operations Gave been designed and are <br />conduced to effect full compliance with all applicable air quality, water quality, environmental <br />PR04 2.05-69 Revised August 2000 <br />
