Section - 2.053 <br />(DD continued) primary coal stockpile area and the East Yard area may be used in the future <br />for storage of mine supplies, temporary stockpiling of coal refuse, mine development waste <br />and emergency coal storage. <br />EE. Non-Coal Waste Collection Areas -Several areas axe provided fox temporary collection of <br />non-coal wastes including a solid waste collection area in the East Yaxd and Elk Creek portal <br />area, and a scrap metal collection area near the old shop, Additional details on solid waste <br />collection, storage, and disposal are provided in the subsequent coal mine waste section. <br />FF. Non-Coal Waste Pickup Bin -Non-coal solid waste from other temporary collecdou areas is <br />transferred to and stored in the bins fox pickup and oEE-site disposal in the Delta County <br />Landfill or other suitable disposal site. The pickup bins axe three-sided steel bins with open <br />front and top so as to be readily accessible by collection equipment. Additional details on <br />solid waste collection, storage, and disposal are provided in the subsequent coal mine waste <br />section. <br />GG. Soil Storage Areas -There were previously two areas where soil materials were stored for <br />future reclamation use; the East Yaxd and the Elk Creek soil stockpiles. In conjunction with <br />mine expansion activities in 1997-1998, the Elk Creek stockpile was moved and expanded <br />and the East Yard and Elk Creek stockpIles were consolidated. With development of the Elk <br />Cteek IVGne and construction of associated surface facilities, the North Elk Creek soil <br />stockpile was established and all soil in the existing Elk Creek soIl stockpile was transferred <br />to the new stockpile. Additional details on soil material handling and storage axe provided in <br />the subsequent soils handling section. <br />HH. Elk Creek Culvert - In conjunction with the historic Somerset Mine C Seam mining activities, <br />U.S. Steel placed approximately 800 feet of 9-foot diameter culvert in the Elk Creek drainage <br />channel and backfilled over the culvert to create a level facilities area near the mouth of Elk <br />Creek Canyon. OMLLC has subsequently extended this culvert another 650 feet to <br />accommodate progressive mine expansion activities. The culvert has been sized, bedded, <br />placed, and backfilled to assure it's long-term stability. The Elk Creek culvert is designed to <br />safely pass the peak Elows resulting from a 100-year, 24-hour storm event and is permitted <br />under applicable provisions of Nationwide Permi[ 26 by the U.S. Army Corps of Engineers <br />(Permit No. 199675449). OMLLC also culverted two additional segments totaling <br />approximately 1,600 Eeet of the middle portion of Elk Creek in order to establish a haul road <br />and facilities pad fox the Elk Creek Mine. <br />II Elk Creek Canyon Road -The Elk Creek Canyon road was apre-law road extending from <br />the main haul road part way up Elk Creek Canyon. The lower portion of this road was <br />modified and improved a short distance beyond the Elk Creek Facilities area in conjunction <br />with previous mining-related activities. Expansion of the Elk Creek coal stockpile in 1997- <br />1998 cut-off access to this road at the lower end of Elk Creek Canyon. Access was <br />reestablished by a light-use road extending from the Cemetery up the west side of Elk Creek <br />Canyon to tie-in with the existing road. OMLLC modified this light-use road and the middle <br />portion of the Elk Creek Canyon road as a haul road to access the Elk Creek Mine facilities <br />and operations. Additional detail on this road is provided in the subsequent roads section. <br />JJ ID.
