The following sentences will be added at the end of the first paragraph under Section 8 <br />of Exhibit D (page D-18) of the 112d Application. "All tanks containing fuel, oils, or <br />other petroleum products will be inspected daily during normal operations. Leaks will <br />be promptly repaired and any spilled product or contaminated soils will be placed in <br />containers or designated storage areas for later sampling and disposal". <br />At the end of item 3 on page D-19 of the application, the last sentence will be deleted <br />and replaced with the following text. "The fueling station area will be isolated with <br />low rolling berms of six to nine inches in height that will fully contain the contents of <br />the largest fuel tank plus direct precipitation from the 100-year storm event (i.e., 2.9 <br />inches of precipitation)". <br />A revised and updated SPCC Plan will also be included to replace the preliminary <br />SPCC Plan in Appendix F of the application. <br />24) Please provide construction details for all concrete structures. Steel reinforcements, <br />thickness etc. must be accounted for in reclamation tasks. <br />Additional detail is provided in Attachment I regarding concrete structures including <br />the 6-inch thick concrete pad for the new ventilation shaft, the 6 to 9-inch thick <br />concrete sump, and the 6-inch thick concrete pad for the mine buildings. A permanent <br />helipad has also been included. The other on-site structures are portable and do not <br />have concrete foundations. <br />25) Please clarify measures that will be instituted to prevent collector ditch PD-1 from <br />compromising the topsoil and fill areas thatit transects. <br />As can be seen on the revised Map C-2 (see Attachment C), ditch PD-1 travels along <br />the fill stockpile and topsoil stockpile #2B for a length of 180 feet. For this length, the <br />ditch will be excavated to a depth of 1.0 feet deeper than the design. This will result in a <br />minimum freeboard of 1.3 feet, which should be more than adequate to handle any <br />peak flows for the temporary ditch. Since ditch PD-2 is also along topsoil stockpile <br />#2A and the fill stockpile, an extra 1.0 feet of freeboard will also be incorporated into <br />the cross section of this ditch through the length of the stockpiles. <br />26) Does the stormwater pond design take into account sedimentation fill-in over time? <br />Will the pond be monitored to provide a minimum free board at all times for the <br />designed 100 year evenly <br />The pond's dimensions have been specifically designed to facilitate cleanout. It is long <br />and narrow to allow a backhoe to easily reach the bottom of the pond. There will be a <br />staff gage located in the middle of the pond with height markings in feet. When the <br />average sediment buildup is 2.0 feet, as read on the gage, the pond will be cleaned.
