§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES --MINIMUM REQUIREMENTS FOR OPERATION AND <br />RECLAMATION PLANS. <br />2.05.4 Reclamation Plan <br />(2) (a) (Confd) <br />The Division has agreed to allow the operator to pursue revegetatoin of <br />the fill outslopes without the addition of imported soils. The operator will <br />monitor the success of revegetation and erosion control over a 2-year <br />period. Refer to Section 2.05.4(2)(d) for more specific information <br />regarding the rock fills revegetation. <br />Where asphalt is present and the depth of the fill would be less that four <br />feet, the asphalt will be removed prior to backfilling to allow sufficient depth <br />for plant root development. <br />(i) Schedule of Revegetation <br />Revegetation will be accomplished in the spring and fall following <br />final preparation of the land surface. Because the majority of the <br />precipitation occurs in the winter, fall is the first normal period for <br />favorable seeding conditions and spring for planting at the East <br />and West Mines. See Final Abandonment Appendix in Volume 6A <br />for specific times and acreages. <br />Interim reclamation of the rock slopes portals and fills will be <br />completed in the Spring or Fall following construction, whichever is <br />soonest. Excessive soil moisture and snow cover would affect the <br />timing of reclamation. Wet soils could not be evenly distributed <br />and seeding has proven to be unsuccessful on top of snow. <br />Interim reclamation of the highway stockpile area was initiated in <br />June 2001 and again in late 2003 and early 2004. During June <br />2001, approximately 10,000 cubic yards of cover material was <br />hauled from the Bowie No. 2 Mine gob pile founding to this <br />stockpile area. This material covered the highway stockpile slopes <br />with about 12-inches of dirt. During late 2003 and early 2004 <br />approximately 15,000 cubic yards was utilized to cover the flatter <br />portions of the highway stockpile with about 24-inches of dirt. Soil <br />will be spread in a way to minimize compaction and the area will be <br />seeded with the temporary seed mix listed on page 72. <br />Revegetation of the fan level, including broadcast seeding, <br />fertilizing, and mulching, would be competed within one month after <br />backfilling of the ventilation shafts is completed. If the backfilling is <br />not completed before October 15, the area would be seed in early <br />Spring, before March1.
