• Area Surface and Groundwater Hydrology Map, (Map 13), and Drainage and <br />Sediment Control Map, (Map 20). These facilities have been designed <br />utilizing the best technology currently available and will result in <br />effective compliance with both the requirements of Southfield's NPDES <br />permits and all other applicable regulatory requirements. <br />EFCI has designed and constructed, and operates and maintains drainage and <br />sediment control structures to minimize erosion and prevent, to the extent <br />possible, increased contributions of suspended solids to area drainages. <br />Detailed discussions of drainage and sediment control practices are <br />presented in Section 2.05.6, Mitigation of Surface Coal Mining Operation <br />Impacts. In addition, a description of design methodology and all design <br />calculations for drainage and sediment control structures are presented <br />in Exhibit 19, Drainage and Sediment Control Plan. <br />The mining and reclamation plans presented in Sections 2.05.3, Operation <br />Plan - Permit Area, and 2.05.4, Reclamation Plan, are designed to minimize <br />• the total area of surface disturbance required for Southfield's ongoing <br />operations. During operations, drainage from all disturbance areas will <br />be effectively controlled by the drainage and sediment control network. <br />To the extent possible, runoff from undisturbed areas will be routed <br />around the effected areas, and all disturbed area runoff will be <br />intercepted and routed to sedimentation ponds except for those small area <br />exemptions where alternate sediment control measures have proven <br />effective. <br />Upon completion of mining and related activities, all disturbance areas <br />will be reclaimed, with reclamation activities designed to restore <br />drainage conditions and land use capabilities comparable to those existing <br />prior to mining related disturbance. Disturbance areas will be backfilled <br />where necessary and regraded to establish an undulating configuration with <br />relatively short gradual slopes which will blend with surrounding <br />undisturbed terrain. Regraded surfaces will be left in a roughened <br />condition to limit runoff and provide for an effective bond between the <br />• regraded materials and subsequently placed topsoil.
