2 West Portals <br />The final contours for the, 2 West Portal area are shown on Exhibit 58, <br />Tab 13. Reclamation of the portals and stockpile was completed in 2000 <br />and the reclamation of the substation area was completed in 2001. The <br />rock and soil salvaged at the two 2 West Portals was used to backfill <br />these areas. The steep cut slope on the section of the road between the <br />two portals was flattened to the extent practicable. Due to the volume of <br />coal removed during construction, the final contours are an average of 2' <br />lower than the original contours. The material was graded to eliminate <br />highwalls and to create a smooth transition with the adjacent, unaffected <br />areas. The drainage channel relocation near the North portal is <br />permanent. Boulders were placed between the permanent channel and <br />the portal fill. The five culverts shown on Map 58 were removed from the <br />2 west portal light use road. Low water crossing were installed <br />During backfilling of the 2 West portals, including the substation, the most <br />suitable plant growth material was placed on the fill last and amended as <br />necessary to promote revegetation. Silt fences are being utilized as <br />alternative sediment control and placed as shown on Exhibit 58. <br />Reclamation of power lines owned by the Operator was performed during <br />2001. Poles and guy wires were excavated or cut off a minimum of I-foot <br />below grade. <br />Cameo Borrow Area No. 2 <br />Cameo Borrow Area No. 2 was utilized as the source of cover material <br />(34,000 cubic yards) for CDRA-1 during 2002. After the borrow <br />operations were complete, approximately 6-inches of topsoil was spread <br />on the disturbed borrow area. The borrow area was seeded and mulched <br />during 2002. <br />When approved by the DMG, Pond 11 will be reclaimed. The reclamation <br />of Pond 11 will involve the realignment of the lower Coal Gulch channel. <br />The Coal Gulch channel realignment involves lowering the elevation of the <br />channel so it is below the grade of the adjacent ground surface. Material <br />generated from the re-alignment will be utilized for the reclamation of <br />Ponds 6, 10 and 11. The Coal Gulch realignment will be performed at <br />least 3-years before the Operator submits an associated final Phase III <br />bond release request. <br />14-12 (Rev: 09/07) <br />
