economics, both slurry walls, East and West Pits may be installed in the same time period. )
Following slurry wall installation and dewatering of the enclosed area, mining will begin in
Stage 2, Phase V, then Phase VI and finally Phase VII.
Once mining is completed in Stage 1, Phases I through III, these phases will be reclaimed as
to the in-slopes of the pit slopes. Stage 1, Phase IV will remain open as a plant area for
stockpiles and concrete and asphalt processing. (Access between the two Stages will be via
Highway 96 East.} Once all mining is complete and the earthen dam installed, the remaining
areas will be reclaimed.
(ii) and (iii) Describe the size and location of each area; outline the sequence of each
phase: Depending on how one wants to look at the concept of reclamation, the largest area
and first phase to be reclaimed at any one time are the perimeters of the East and West Pits
where the slurry walls will be installed. The next largest area and second phase will the
interior slopes of the pits and only minor reclamation will be required on these since they will
be mined at 3h: lv slopes. The next largest area and phase will be the earthen dams that will
surround the excavated pits on three sides. Last phase and smallest area will be the
remaining areas to the outside of the earthen dams.
(t) Measures that will betaken to revegetate the site:
(i) Final grade of slopes: The final grade of all interior pit slopes, relocated Excelsior
ditch slopes and slopes of the earthen dam will be 3H:1 V or less. The remainder of the areas
needing reclamation will be graded to blend in with the surrounding area. The pit floor will
be left as is upon completion of mining.
(ii) Seeding specifications: The NRCS recommendation is to seed between November
1 S~ and April 30`x. Late fall seeding is preferred and proposed if at all possible. The seedbed
will be scarified and then drilled (if not broadcast) across the slopes. Cereal grain straw or
grass hay (free of weed seeds) will be applied at the rate of two (2) tons of mulch per acre to
the topsoil surface and appropriately tacked or crimped to the soil surface. Areas will be
seeded with an appropriate drill for the type of seed being planted. (The Operator/Applicant
reserves the option to broadcast seed at twice the seeding rate in those areas where drill
seeding may present a hazard to equipment and operators. } The following table lists the
species to be seeded and rates:
i
