5. Please describe in further detail the number of underground openings to be utilized under the <br />NOI and their respective dimensions. COAG states that the existing shafts will be closed with a <br />10 ton steel cover removable only with heavy lifting equipment. COAG will need to describe in <br />further detail and provide drawings of the steel grated shaft closure methods to be used. The <br />Division recommends that COAG utilize the steel grated shaft closure installation method as <br />noted in the Division's General Bid Specification document (Standard Work Specifications item <br />#8). The document is attached for reference. Please incorporate these closure standards in the <br />NOI. <br />6. The requirements of Rule 5.1.2 require the measures to be taken to reclaim any affected land <br />consistent with the applicable requirements of the performance standards of Section 3.1. Please <br />explain the possible impacts to the hydrologic balance both during and after the proposed <br />prospecting operation, and how it will be minimized. If any groundwater is to be encountered <br />during the prospecting operation, COAG will need to demonstrate that impacts to the <br />hydrologic balance are minimized. COAG will be required to demonstrate 5 quarters of <br />ambient groundwater quality sufficient to characterize potentially impacted ground water <br />quality. Also, the applicant will be required to provide a groundwater monitoring plan to satisfy <br />the requirements of Rule 3.1.7(7). If any water is discharged, the applicant maybe required to <br />obtain an NPDES water discharge permit from the Colorado Department of Public Health & <br />Environment. <br />7. Please describe the water needs and the source of the water required for the prospecting <br />operation. <br />8. COAG states that no topsoil is available for reclamation of the site. The applicant must <br />demonstrate; A) a plan to assure the covering of any waste material with a layer of inert <br />material or sufficient depth and sufficient compaction as well as depth of topsoil suitable for re- <br />vegetation and B) results from a diagnostic test to adequately characterize the quality of waste <br />rock to be generated as relating to its potential for generating "Acid Mine Drainage" as defined <br />in Rule 1.1(2). The goal of the diagnostic test is to quantify the concentration of sulfur present <br />in the waste rock and to predict the quality of effluent expected under field conditions. <br />9. COAG will need to specify the measures that will be taken to revegetate all areas associated <br />with the NOI, including; <br />• Explain how the seedbed will be prepared to eliminate compacted conditions (e.g., plowed, <br />chiseled, disced) and state if any fertilizer application will be used. <br />• State the grass, forb, shrub and tree species to be planted in the applicable quantities. <br />COAG will need to specify the quantity of each grass and forb species as pound of pure live <br />seed per acre. <br />• Specify the application method for grass and forb seeding. <br />• State if mulch is needed and specify the kind to be used and the crimping method and rate of <br />application. <br />10. COAG depicts an area of 3.5 acres under the proposed NOI. The 3.5 acre area includes nearly <br />all of the structures, facilities and disturbance associated with the Franklin Mine. COAG will <br />
