The <br />segment of the hauVaccess road on BLM surface from the lower end of the fully reclaimed portal access <br />road down to the private land boundary was reduced in width and seeded along the sides. Fencing to <br />protect newly reclaimed sites from livestock grazing was completed shortly after completion of <br />temporary seeding. Permanent seeding and mulching of the areas graded and topsoiled during the <br />summer was completed in November 2007. Remaining reclamation is limited to removal of the <br />sediment pond and associated ditch and culvert reclamation in the coal waste disposal vicinity, along <br />with culvert removaVdry ford construction along the retained segment of the hauVaccess road, and <br />width reduction of the segment of the road on private land (approximately''/2 mile in length). This work <br />will be undertaken following appropriate demonstration of site stabilization to allow for sediment pond <br />removal. <br />Permittin History <br />The Munger Canyon Mine was permitted under the interim program on July 24, 1978 (Permit No. <br />78-57). Sheridan Enterprises, Inc. submitted an application for a new permit on December 12,1980 <br />pursuant to Section 34-33-109 of the Act. <br />During initial permit application review, a joint venture company was formed to develop the mine. <br />This company was known as Salt Creek Mining Company and was a subsidiary of Sheridan <br />Enterprises and Colorado-Ute Electric Association. Permanent program approval was granted when <br />the operation was permitted on January 12, 1983. Large scale facilities approved in the permanent <br />program permit were not developed, and the upper road and portal area facilities were never <br />expanded beyond the initial disturbance created under the 1977 USGS exploration permit. The <br />Munger Canyon Mine was placed into temporary cessation on January 17, 1984. On June 27, 1984, <br />Salt Creek Mining Company applied for a revision to the permit to construct a central facilities area, <br />coal processing waste embankment and interconnecting haul road and conveyor system. The <br />revision to construct a central facility area was approved on September 24, 1985. Construction of <br />these extensive facilities was never implemented. On November 13, 1992, Salt Creek Mining <br />Company submitted an application for a transfer and succession of operators. The permit was <br />transferred to Grand Valley Coal Company on March 2, 1993. The permit was subsequently <br />transferred to Lodestar Energy, Inc. in August 1999, and to Central Appalachia Mining, LLC, <br />through SO-3, finalized December 20, 2004. Subsequently, the permittee name was changed to <br />CAM Mining LLC, through Minor Revision No. 26 (MR-26), approved January 19, 2006. <br />Status of Previous Stipulations <br />Two stipulations (12 and 32) were attached to the previous renewal permit (RN-04), and are retained <br />in the RN-OS proposed decision. Both stipulations will be attached to the RN-OS renewal permit <br />document. Numerous stipulations previously attached to the permit, up to and including Stipulation <br />31, had been resolved prior to RN-04 issuance. <br />Stipulation 32 was modified during the RN-04 permit term, by TR-22, and is attached to the RN-OS <br />proposed decision in its amended form. One stipulation that originated during the RN-04 permit <br />term (Stipulation 33) was subsequently satisfied and terminated. Stipulation No. 33 was attached to <br />5 <br />
