reflecting recently amended reclamation plan specifications was completed by the Division on October <br />3, 2007, and was included as an enclosure to the letter. The revised estimated liability amount was <br />$269,094.00. <br />October 15, 2007-The Division received the operator's responses to the 2"d adequacy letter (submittal <br />dated October 12, 2007). The operator noted one concern regarding the Division's cost estimate, <br />pertaining to the length of fence installation associated with site reclamation. This concern and a few <br />minor remaining concerns were resolved through emails and additional submittals between October 15 <br />and November 2, 2007. <br />November 2, 2007-The Division forwarded its final update tothe RN-OS reclamation cost estimate to <br />the operator. The revised estimated liability amount was $263,445.00, which the Division noted would <br />need to be submitted prior to issuance of a proposed decision to approve RN-O5. <br />Publication of this proposed decision by the Division will initiate a thirty (30) day public comment <br />period, after which the renewal decision becomes final, provided there are no objections. <br />Description of the Environment <br />The Munger Canyon Mine is located in Garfield County, Colorado, approximately 20 miles north of <br />Loma on Colorado Highway 139. The operator leases a rail loadout at the town of Loma from the <br />Union Pacific Railroad. The rail loadout is located along a previously disturbed loadout siding, and <br />has been reclaimed. <br />The permit area encompasses approximately 1028 acres (1022.4 acres in the mine area, and 5.6 acres <br />at the Loma loadout). Existing affected area (mine area) is approximately 32.7 acres: Existing <br />disturbed area in the mine area is approximately 15.9 acres. Existing and permitted affected and <br />disturbed area at the Loma Loadout is approximately 2.9 acres. Total permitted disturbed area <br />(mine/loadout combined) is 19.5 acres. <br />Ownership of the coal is in the Munger Canyon Mine permit area is 100 percent Federal. No <br />additional coal production is proposed under the current permit. <br />Geology and Topography <br />The mine site is located at an elevation of approximately 5800 feet. Munger Canyon is located in <br />the Book Cliffs, just north of Grand Valley. This area is northeast of the Garmesa Anticline and on <br />the south flank of the Piceance basin. Local strata dip to the northeast into the Piceance basin at one <br />to three degrees and strike north-northwest. No faults have been identified in the Munger Canyon <br />mine plan area. The adjacent McClane Canyon Mine (north of the Munger Canyon Mine) is located <br />within a graben structure which is bounded by two large, high-angle displacement faults. <br />The Mount Garfield Formation is the coal-bearing formation in the Book Cliffs Coal Field. The <br />Mount Garfield Formation consists offine-grained and medium grained sandstones and gray shales. <br />10 <br />
