(The culverts were <br /> the subject of CV 2007-005.) <br /> Pond 1 (large pond, outfall 001) - The pond was dry. The embankment and inslopes were in good <br /> condition. The flume needs repair work, and the operator's representative explained the work would be <br /> done after the inspection. <br /> Pond 2 (small pond, outfall 002) — The pond was dry. The embankment and inslopes were in good <br /> condition. The flume was in good repair. <br /> Carbon Junction channel. The reconstructed section of the channel was in good shape with large rock <br /> riprap in place and the two 5 % -foot diameter culverts extending underneath the haul road. Vegetation <br /> debris and sediment has been washed into the channel,but the culverts contained little sediment,indicating <br /> no recent significant flow through the culverts. <br /> Backfilling and Grading <br /> Backfilling, grading,topsoil replacement, and seeding appeared to have been completed in all areas <br /> within the permit area except topsoil stockpiles 4 (north of pond 1), 7 (southeast of pond 2), and 8 <br /> (south of pond 1); the two sediment control ponds (1 and 2); various ditches; the two sediment basins <br /> that are to be constructed at the base of North Pit in Carbon Junction Canyon(see page 5-6 of the <br /> reclamation plan); and various boreholes. The base of the North Pit reclaimed slope is contoured to act <br /> as a grass filter for trapping sediment in runoff coming off of the slope where the south half of the <br /> North Pit was approved as a small area exemption in TR-14. <br /> Support Facilities <br /> No problems were found in the Equipment Storage Area at the south end of the permit area where several <br /> large pieces of equipment remain. The equipment includes: 2 hydraulic shovels, I drill rig, 1 dump truck, <br /> 4 service trucks, 1 coal dryer, 1 crop disker, 1 automobile,4 haul trucks,and 12 truck tires. Reclamation <br /> liability for the following items cannot be released until the equipment is removed: a)equipment removal <br /> and b)backfilling and regrading where the equipment is located. <br /> Revegetation <br /> The areas that were backfilled, graded, topsoiled, seeded, and mulched in summer 2006 developed a <br /> nurse crop of sterile wheat/oat hybrid, a product called Regreen. This nurse crop has since given way to <br /> a good cover of wheat, orchard, and rye grasses in the North Pit area. Other grasses and yellow sweet <br /> clover are abundant in other parts of the site. <br /> Slides and Damage <br /> The earthwork contractor was finishing regrading the northern edge of North Pit where runoff gullied <br /> backfill in 2006. Boulders have been placed along the edge of the backfill in order to protect the <br /> backfill from runoff from the adjacent sandstone dip-slope (see photo). This work completes the <br /> repairs that had been identified as being needed in this area during the SL-03 Phase I bond release <br /> inspection conducted in November 2006. <br /> No new gullies developed on the North Pit backfill during the large runoff event in August 2007 that <br /> 4 <br />
