Containment <br />Page 4 of 8 <br />06/29/07 <br />Concerted measures will be taken to immediately eliminate any ongoing release of material <br />and contain the material that has spilled through berming, absorption, or other appropriate <br />techniques. <br />4. Sampling <br />Liquid and/or solid samples will be collected in both the area affected by the spill and also in <br />an area that is known to be unaffected by the spill but with similar characteristics, if <br />necessary. If the contents of the spill are unknown, a sample of the spilled material will also <br />be collected. The number and location of samples to be taken will be dependent upon the <br />extent of the spill, and will be determined by the TSS. Parameters which may be applicable <br />to the analyses of samples collected in accordance with these procedures are listed below: <br />• Lumsden Creek Stream Standard <br />• CDPS Discharge Limitations <br />• Hazardous Waste Characteristic Tests <br />• If the contents of the spill are known, analysis for the known elements. <br />5. Clean-up <br />This phase includes the removal of the spilled material, soil underlying the spill location and <br />any other debris resulting from the spill, and the restoration of the scene of the spill to pre- <br />spill conditions. Contaminated materials resulting from the spill will be cleaned up and <br />disposed of in an appropriate manner. Additional samples will be collected after the initial <br />clean-up, with the results compared to any unaffected area samples collected, in order to <br />determine the necessity for further clean-up. <br />6. Report Preparation <br />The TSS will be responsible to the General Manager and Environmental Manager for <br />preparing a report that includes the cause of the spill, initial measures taken to contain the <br />spill, results of samples pertaining to clean-up adequacy, and recommendations for additional <br />preventative measures. The TSS, in conjunction with the Corporate Environmental Manager, <br />will prepare a written report to the appropriate regulatory agencies, as described under <br />Section 3.0 - "Government Agency Notification." <br />7. Evaluation <br />Upon completion of the TSS's report; the General Manager and the TSS will meet and <br />discuss measures that can be taken to prevent a recurrence of the spill. All records resulting <br />from a spill will be retained for a minimum of five years, or longer, if requested by the <br />Regional Administrator of the USEPA or the State Water Quality Control Division, <br />
