Land and Coal Ownership <br />The ownership of the land for which bond release has been requested is private. Ownership <br />of the coal that was mined from the bond release area was private. <br />Dollar Amount of Bond Release Request <br />T1ie Division currently holds a reclamation bond in the amount of $29,712.00 from Eastside <br />Coal Company, Inc. Eastside is requesting release of the total remaining $29,712.00. <br />Release of Surface Areas Overlyin~ Underground Workings <br />As the Eastside Mine is an underground coal mine, a request for release of surface areas <br />overlying the Eastside Mine's underground mine workings is inherent in this Phase III (Final) <br />bond release request. <br />Termination of Re~ulatory Jurisdiction <br />In conjunction with this Proposed Decision to Approve this Phase III (Final) bond release <br />request, the Division proposes to terminate its regulatory authority over Eastside Coal <br />Company Inc and the Eastside Mine (DBMS Permit No. C-1984-063). Upon final approval <br />of this bond release request, the Division will terminate its regulatory jurisdiction over <br />Eastside Coal Company Inc and the Eastside Mine. <br />II. SUMMARY OF THE BOND RELEASE PROCESS <br />Reclamation History of Bond Release Area <br />Eastside Coal Company submitted a mining permit application on February, 24 1984 for the <br />operation of the Eastside Mine. On January 14, 1985, the Division issued mining and <br />reclamation number C-84-063 to Eastside Coal Company, Inc. The mine was in intermittent <br />operation until the permit was placed in permanent cessation on August 26, 1993. Coal was <br />mined by using either continuous miners or by drilling and shooting the coal with diesel scoops <br />hauling the coal to the surface. Reclamation of the site began on January 4, 1995. <br />The Eastside Mine permit area currently contains 6 acres of surface disturbance, 133 acres of <br />affected area, and 299 permitted acres. Other than geotechnical investigation drill holes and <br />sample pits, surface disturbances planned to the west of County Road 237 never materialized. <br />All facilities at the site have been removed, except for the road to the portal area of the site and <br />rip-rapped drainage drop structures which are permitted to remain permanent. All regrading of <br />the site has been complete, and areas of surface disturbance have been vegetated. <br />A Phase II bond release for the site was approved August 31, 2001.
