1 <br />1 <br />EXHIBIT E <br />' RECLAMATION PLAN <br />' The reclamation plan for the Wellington Downs site is a lined water storage reservoir. <br />' Phasine <br />Reclamation will be concurrent with mining and therefore will be completed in phases. The first <br />' phase of reclamation will occur on the south end. As Connell mines the south side of the property, <br />they will begin backfilling areas not included as part of the final reservoir. As mentioned earlier, <br />stationary equipment will be placed on the south side for the extent of the project. Therefore, only <br />' the areas not expected to be disturbed for the remainder of the mining will be reseeded. <br />The second phase of reclamation will involve sealing and backfilling. On-site overburden and the <br />' claystone bedrock will be used to seal the perimeter of the reservoir and the western edge of the <br />mining limits to virtually illuminate the infiltration of groundwater into the property. As the <br />reservoir shoreline and westem boundary are backfilled with overburden and claystone these areas <br />' will be compacted to create an aquitazd. <br />Geotechnical testing was performed to determine the suitability of the on-site claystone material for <br />the construction of the aquitard liner. These tests included double hydrometer analysis, Atterberg <br />limits, standard Proctor, and falling head permeability. The results of the tests are included as <br />' Exhibit E-1. The results indicate the claystone material compacted to 96% of standard Proctor has <br />a permeability of less than 10.6 cm/s and will be suitable a aquitazd liner. <br />Scrapers will be used to place overburden and claystone material along the property perimeter. <br />Wheel compaction by scrapers will be used to acquire the 95% compaction. The measure of <br />compaction will be evaluated in the field. This will include an evaluation and possible changes in <br />' the water applications, lift thickness, and compaction method (wheel rolling, sheep's foot compactor, <br />etc.) <br />' During initial stages of the liner construction, several in-place tests will be done to determine if the <br />compaction method is sufficient to meet the 95% standard proctor design. Thereafrer Cortnell will <br />' be conducting regular on-going compaction testing. <br />During Phase 2 and 3, Connell will establish a visual screen on the north and east sides. The screen <br />' will consist of a grass covered [here to four foot high berms and fast growing trees and shrubs. <br />In Phase 3 through 7 Connell will mine from west to east. As these phases aze mined, Connell will <br />closely follow with backfilling of overburden, capping with topsoil, and vegetating to minimize the <br />amount disturbance at any one time. Once the backfilling gets to the proposed reservoir shoreline <br />material will be graded to no steeper then a 3H:1 V slope. <br />
