For J. A. Kiger January 12, 1996
During the quarter beginning October 1, 1995 and ending December 31, 1995,
I inspected the area in which the West Pit Excess Spoil Pill is being
constructed. The purpose of these inspections was to inspect the areas currently
being dumped complete by the truck/shovel fleet and final eloped using dozers;
inspect the areas being topaoiled, contour furrowed and seeded; inspect the east
aide collection ditch construction; inspect the fill for areas of water seepage
or surface drainage and to satisfy the requirements of mMG Rule 4.09.1(lla).
During the inspections it was observed that the two percent, 25 foot wide
catch bench ditch at the 7150 elevation was complete; the surface rock drain down
the three-to-one slope was complete from the 7150 elevation ditch to the toe of
the fill, and the truck dump had advanced to the point that the 7250 contour was
nearly dumped in. During the quarter several other notable events have occurred
in the Excess Spoil Pill Area.
During the quarter, the rock underdrain that runs beneath the west pit fill
was completed. The end of the drain was uncovered by shovels and track
excavators and the underdrain was completed from station 20+50 to 27+00. {see
photographs 83 through 85)
During the quarter, the surface drain that runs along the east side of the
west pit fill was completed between the 7050 and the 7150 elevations. (See
photograph 86)
During the quarter, the fill monitoring survey monuments for the 6950, 7959
and 7150 benches were put in place, all slightly below the terrace ditches on
those corresponding benches. (See photograph B7)
Final contours were accomplished on moat of the fill below the 7250
elevation, except the very east and west ends of the fill. (See photographs 8B
through 92)
Attached to this report are my certification that all construction
requirements have been met thus far in constructing the West Pit Excess Fill, asd
the color photographs as required by the CDMG regulations concerning offsite
Excess Spoil Fills.
r,
h
,~~~~ ~,
Stephen R.
